Renovation of a fire / police facility in Portland, Oregon. Completed plans call for the renovation of a fire / police facility.

The project generally consists of the following: 1. Renovation and upgrades to modular buildings Basis of Bid Award Lump Sum as described in scope of work. Pursuant to Tigard Public Contracting Rule 30.055, all Bidders must submit a Bid security to the City along with their Bid in an amount equal to ten percent (10%) of their Bid. Because the City's estimate of contract value exceeds $100,000, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in this Bid Booklet, to the City no later than 4:00 pm local time, March 8, 2023. The provisions of ORS Chapters 279A and 279C and all other Oregon and Federal provisions pertaining to minimum salaries and wages shall be incorporated by reference as if fully set forth in any Contract resulting from this Advertisement for Bid. Contractor shall provide proof to the City prior to the beginning of any of the work that the Contractor has filed a public works bond with a corporate surety in the amount of $30,000 with the Construction Contractors Board as required under Oregon Prevailing Wage Rate (PWR) law The City may reject any Bid not in compliance with all prescribed public bidding procedures and requirements and may reject for good cause any or all Bids upon a finding of the City if it is in the public interest to do so. All Questions About the Meaning or Intent of the Bid Documents Shall Be Submitted to the Contracts and Purchasing Department at Contractspurchasing@tigard-or.gov With Any Questions. Clarifications to the Bid Documents Will Be Made by Addenda Only. Oral Statements May Not Be Relied Upon by Bidders and Will Not Be Binding or Legally Effective. Exterior- Install/replace roofing (standing seem), siding/skirting with pre painted 26-gauge metal on both mods. Colors will be determined from contactorsin stock color palette. 2. Siding can be installed over the existing after dry rot repairs have been made. 3. Metal siding trimmed and weather sealed (caulking/flashing) as needed. Skirt and wainscot to be separated with J channel, corners, and gables to have metal trim. Building should be finished with standard metal trim, flashings, and sealants. 4. Roof to have continuous ridge vent and cap 5. Install skirt vents. 6. Inspect & repair any rot as needed, $2500 allowance. (Siding will be 2 colors, walls/roof, and skirt/trim). 7. Reuse gutters. 8. See additional specs, photos, and info below. East Mod work1. East mod- Replace exterior doors (2 with thresholds) and vinyl windows (8 total), No Blinds. 2. Mod Door 1 (north)- 1/2 light right hand out swing w/access control, Dorma 8916arm closure, Hes 1006 series electric strike. Von Duprin grade 1 Panic bar. Install card access controls/wiring (banana cable). 3. Mod Door 2(south)- no light, right hand out swing, no access control, no closure. Von Duprin grade 1 Panic bar. 4. Hardware to be compatible with Dorma/BEST 7 pin cores(1CX7XA11626) City will provide the cores. 5. Level east building as needed. Ensure interior floor is flat. $2500 allowance. 6. Demo 2 of the 3 offices to open up the space 7. Replace/remove current interior lights with 14 2x4 LED flat panel lights, 2 zones of lights and switches with dimmers. These will be attached to rafters or suspended as need after removal of drop ceiling. 8. Single office will get separate switch with dimmer. 9. Two of the lights to be egress light battery backup fixtures. 10.City will provide exterior light fixtures. 11.Add 7 quad electrical outlets and 6-3 port data outlets. Label all work and terminate to 48 port patch panel. Contractor will provide all parts and banana cable back to server cabinet & patch panel. The City will connect and provide Brivo controls at the cabinet, City will provide the demarc and server rack/cabinet. 12.Add 2 exterior outlets, location TBD on site with contractor. 13.Remove All HVAC. Install 2 CoT provided mini split ductless units. 1 at each end of the building. 14.Raise existing office wall to new ceiling height. 15.Demo/Raise interior ceiling to the rafters, then Plywood or 5/8" drywall. 16.Install 7/16"OSB on the walls and floor, paint. Finished surfaces will be painted. 17.OSB to be screwed down and flush at all seems. No trip hazards. 18.Window interior to be trimmed with OSB. 19.Add 1/2 " PT plywood over the top of current deck/ramp and install antiskid/slip surface coating. New plywood to be pressure treated and screwed down with exterior rated screws. Flush at all seems. No trip hazards. 20.Interior paint color-Miller Paint, "Polar White INT 78W Satin" 21. Re use existing fire and smoke detectors. Main Bldg. West entry door by Sally Port1. Old Generator room- demo remove raised concrete pad and patch/level to one surface. 2. Cut old generator exhaust pipe flush to ceiling. 3. Remove louvered panel and install Metal door and frame Dormakaba 9k cylindrical series hardware 9K37D15DS3626 Storeroom F86. Left hand swing out, no panic bar. 4. Install landing approx.. 3'x3' concrete pad outside door to fill space between building and walkway. 5. Replace back door & frame (16 ga metal) with a Covenant Security type Level 3 Bullet resistance door w/half-light, continuous hinge.
