Site work for a civil project in Concord, New Hampshire. Completed plans call for site work for a water / sewer project.

The Isles of Shoals is a three-mile-long cluster of eight rocky islands and ledges located off the coast of New Hampshire and Maine approximately six nautical miles (nmi) southeast from the entrance to Portsmouth Harbor, New Hampshire. Four of the islands, Star, Cedar, Smuttynose, and Malaga, are situated such that they create a small harbor, known as Gosport Harbor. The harbor is 32 acres in area and is used by commercial and harter fishing boats, recreational vessels, the U.S. Coast Guard during search and rescue operations, and excursion boats from Portsmouth, New Hampshire. Work in the Isles of Shoals began as early as 1821, when private interests constructed a stone breakwater between Malaga and Smuttynose islands. In 1904, the Corps repaired and strengthened the breakwater to a length of 240 feet and constructed a second stone breakwater, 700 feet long, between Smuttynose and Cedar islands. In 1913, the Corps repaired and strengthened the existing breakwaters and constructed a third stone breakwater, 530 feet long, between Cedar and Star islands. The breakwaters provide vessels with a safe refuge in Gosport Harbor. However, the Contractor shall be aware that since the work is in the Northeast, and 6 nautical miles from the coast of New Hampshire's Portsmouth Harbor unprotected in the Atlantic Ocean, that the area is prone to severe storms or Nor'Easters throughout the year. These storms have the potential to cause high winds and ocean swells (extreme storm waves), and could make for potentially dangerous situations. The Contractor shall monitor the weather at all times during the period of performance (refer below to subpart titled "Weather Conditions"). The project will consist of repairing three stone rubble mounded breakwaters located between the four islands of Star, Cedar, Smuttynose, and Malaga. Over the years, the rock structures were damaged in particular areas along the length of each structure by intense wave action during storm events. In some areas along Breakwaters 1 and 2 the armor stones were loosened and are no longer stable, and in other areas the armor stones were displaced leaving small to large voids either along the side slopes or completely through the structures. The armor stones for Breakwater 3 were completely displaced leaving no formed structure.
