The Design Consultant will be responsible for the design, tendering, contract administration, and site inspections that will occur throughout the duration of this project. This project will renovate, expand, and upgrade the existing building, as well as improve the energy efficiency performance and increase the accessibility for community members. The main project outcomes per the funder are: energy savings / GHG reductions, increased accessibility, climate resiliency (example: making the building more resilient to weather events), and building codes / safety. The interior layout will be reconfigured for better accessibility, safety, improve the building energy performance, and enhance the building acoustic. The work will include a 23% expansion of the building floor area, the exact configuration to be confirmed with the Project Team. Work will include reconfiguring the floor plan to make better use of existing community space and will also include the expansion and redesign of a community kitchen, the addition of a media/lab drop in space, and improvements to the main hall to increase the utility of the multipurpose space for community dinners and meetings, as well as active indoor play. The acoustics of the building will be improved by soundproofing to ensure the dual administrative and community functions of the building can operate properly simultaneously. Work will also include the replacement of the existing insulation, windows and doors with a more efficient material to improve the energy performance of the building. The roof will be replaced with more durable and efficient materials. The acoustic of the building will be improved by soundproofing to improve the accessibility of the community space. The energy performance of the building will be improved by replacing the HVAC system with newer and more energy efficient system improving the R value of building envelope and walls, replacing outdated lighting fixtures within the building and installing high-efficiency lighting. A solar panel system will also be installed to offset electricity costs and to mitigate climate change risk. The climate resiliency will be improved by adding a generator and new air conditioning system to allow the building to act as emergency cooling station due to extreme weather events and emergency station during emergencies. This will provide access to the vulnerable elder population and act as a disaster-relief location. It is critical that the energy-efficiency and accessibility requirements are realized throughout the duration of the project. Michipicoten wishes the rehabilitation of this building to realize it's vision for the community hall as a place to welcome all Michipicoten Citizens, to stand as an example of sustainable design, to express community values, and to ensure access to its programming for all Citizens. The Centre acts as the Band Office for the community, with approximately 16 employees working in the building full-time, and the centre used for some key events throughout the year. During the preliminary design stage, the Consultant will submit and discuss a constructability plan, to discuss methods to minimize disruption to the community while the renovation is ongoing. Michipicoten will work with the Consultant and Contractor to minimize disruption to its services while understanding the cost impact. Options Michipicoten will be willing to consider include relocating some staff to a satellite office in Wawa (noting a minimum of 3 staff must work in the community), or bringing in a work trailer. Michipicoten First Nation is targeting construction to occur over summer 2024.
