The City of Ithaca seeks proposals from qualified consultants to produce a professional energy audit (ASHRAE Level II or III equivalent) for various municipal facilities described in Section 4 (see related items) and recommend an Energy Roadmap detailing a potential replacement schedule for facility assets. The objective of the assessments is to identify opportunities for energy efficiency and electrification in pursuit of the City's 2030 carbon neutrality goal. The expected deliverable includes a report detailing energy use for each facility, identification of energy efficiency and conservation measures (EEMs, ECMs), opportunities for electrification and/or electric vehicle make-ready, necessary electrical panel upgrades, projected cost analysis, and an Energy Roadmap that recommends annual asset replacement based on these and other priorities to be discussed with the Awardee. The City of Ithaca seeks to conduct energy audits at multiple municipal facilities and is soliciting qualified responses. Respondents should have demonstrated experience with the municipal sector in providing basic, comprehensive, and investment grade energy assessments and in making ECM recommendations, including preparing investment payback/returns of proposed improvements. Additionally, it is expected that respondents include any cost-share opportunities available in their proposal. ASHRAE Level II equivalent assessments, or those eligible for Green Jobs, Green NY cost-sharing, should be performed and respondents should provide cost quotes on a per building or per square foot basis, rather than an aggregated estimate, as the duration of work may be multi-phased. Thus, respondents should indicate if their proposal holds for one or multiple years, as preference will be given to those honoring contracts for multiple years. The final assessments should also, where possible, identify and distinguish the contributing energy demand loads among existing assets and clearly indicate the proportionate usage within the whole facility, including general use of receptacles (e.g. space heaters). To the extent possible, building management and operators will be available to summarize daily use patterns of and walk-through each facility, and utility bill history will be provided. Any additional required information can also be provided upon request. Recommendations of distributed energy resource (DER) applicability for sites is also desired. Further, in preparation of the final report, a discussion of building prioritization criteria should occur between Respondent and the City. Finally, the City wishes to receive an Energy Roadmap that recommends asset replacement and other EEM and ECM on an annual basis between 2024 and 2030. The Roadmap should consider recommendations on an asset-by-asset basis across the building portfolio, as opposed to annual full building retrofits. Respondents are encouraged to prioritize return on investment, "low-hanging fruit", and general affordability in their recommendations.
