A satisfactory bid bond executed by the bidder and an acceptable surety, in an amount equal to 5 percent (5%) of the total bid for work shall be submitted with each proposal. The successful bidder will be required to furnish and pay satisfactory performance and payment bond or bonds. The City of Hutchinson, Kansas, reserves the right to reject any or all bids or to waive any irregularity therein, to determine which bid is the lowest responsible bid most suitable to the Owner and to approve the bonds and insurance. Bids may be held by the City of Hutchinson, Kansas, for a period not to exceed sixty (60) days from the date of the opening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda mailed or delivered to all parties recorded by Engineer as having received the Bidding Documents.
