Background The New York City Administration for Children's Services (ACS) protects and promotes the safety and well-being of the City's children and families by providing child welfare, juvenile justice, early care and education funding, and primary prevention and other services that promote and support child and family well-being. Occupational Safety and Health Unit (OSHU) The Occupational Safety and Health Unit (OSHU) promotes a safe and healthy workplace for all ACS staff and for all facets of the ACS community. OSHU addresses staff concerns about their work environment through training and education, focusing on the identification and elimination of hazards or conditions that could cause injury or illness in the workplace. Staff cooperation and adherence to established policies and procedures, including housekeeping guidelines, support a safe and healthy workplace. Scope of Work The contractor shall provide all the services, equipment, supplies, materials, and labor required to remediate, remove, replace contaminated components and dispose of all environmental, biological, ecological, microbial contaminated materials described in the scope of work to include asbestos and exclude mold remediation as described below in the Appendix A. The removal method and all related work must be in conformance with U.S. Occupational Safety and Health Administration (OSHA) regulations and all applicable state and local regulatory requirements. No work will be accepted until tests are complete to assure remediation addressed all issues identified to the satisfaction of ACS per all local, state and federal regulations. Contractor will be responsible to address any open issues per their quote for each element quoted at no additional fees. Minimum Contractor Qualifications The Contractor must document the following Minimum Qualification Requirements. Failure to document these requirements will result in rejection of a Contractor's quote. Once a Contractor is identified as the lowest responsive and responsible Contractor, ACS may require additional documentation to clarify information submitted by the Contractor. The City is not responsible for any costs incurred by a Contractor in the preparation of their Quote or for any work performed in connection therewith: 1 Must have been operating as an Environmental Remediator in good standing for a minimum of two (2)years. 2 Must have $3,000,000.00 Insurance Coverage Aggregate, $1,000,000.00 per occurrence. 3 Must Provide 3 references documenting Remediation work in the last 2 years. 4 Must have all permits and licenses required to provide above-described remediation services. 5 Employees must receive training in Hazard Communication in accordance with 29 CFR 1910.1200, along with all appropriate training for all contamination remediation. 6 Must Document as specified by OSHA in 29 CFR 1910.134, Contractor employees who use respirators must be properly trained, have medical clearance, and be properly fit tested before they begin using a respirator. In addition, use of respirators requires the employer to develop and implement a written respiratory protection program, with work site specific procedures and elements. Additional Qualifications a. Trade Credentials: The Contractor shall use workers who are thoroughly trained in and familiar with the specified requirements, and who are duly licensed as may be required by local, state, federal and any other authorities having jurisdiction. Contractor's staff shall perform work in compliance with all applicable industry and regulatory standards including. The Contractor shall compensate all employees in accordance with current Prevailing Wage and comply with all requirements under NYS Labor Law. Contractor shall be a duly licensed company in good standing for the services required herein in this jurisdiction for not less than two (2) consecutive years prior to the start date of any contract derived from this solicitation. b. Contractor Staff must document vaccination status of "fully vaccinated" and stay fully vaccinated and abide by all Covid19 regulations. c. Contractor's qualification requirements must be met at the time of the quote submission. Budget Proposals shall not exceed $100,000.00 Term The contract term will be 36 months from July 1, 2023 to June 30, 2026.
