Site work and paving for a mixed-use development in Castle Hayne, North Carolina. Working plans call for site work for a playground / park / athletic field; for paving for a playground / park / athletic field; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The owner has selected a Design Builder. New Hanover County desires the asphalt pump track to be of the highest quality with regards to design and construction and seeks a firm with demonstrated experience in providing design-build services for public agencies. The pump track should be suitable for a broad range of ages and abilities and fit within the footprint shown on Exhibit 1, with limited land disturbance. 3. Scope of Work I. Design layout for the pump track within the specified area of Northern Regional Park (NRP). The pump track must include the following: a. Have a smooth 4" asphalt (HMA), with a compacted stone base, riding surface if at least 6' wide. b. Fit within the red outlined perimeter area specified in Exhibit #1 with limited disturbance of land (tree removal). c. Include features to help riders gain confidence and control while riding. d. Be suitable for a broad range of ages and abilities, as reasonably feasible. II. Design a drainage plan that will be permittable at the site. e. After a rain event the pump track should not have standing water within the boundary of the track. f. The drainage should help transfer as much of the water away from the track as possible. g. The design team will coordinate the design and construction with Timmons Engineering who are designing the overall park expansion and general permitting for the park development. III. Construction of the approved layout. The cost should include, but not limited to the following: h. Complete all design development drawings and specifications for the project that meets all local code requirements. Plans must be sealed by a design professional in the State of North Carolina. i. Obtain all required permits and contractors' licenses (NHC permit fees waived). j. Man hours for pump track and drainage installation k. Man and Machine hours l. Overhead and Profit m. Materials n. Erosion control measures o. Final grading and stabilization p. Construction safety measures q. Complete close-out of the project including punch list development and warranty coverage on all materials and workmanship. A written warranty shall be provided to NHC at completion of the project. IV. Options for stabilization of the side of the pump track slopes should include: a. Maintenance considerations b. Subsoil conditions c. Cost d. Material availability Please submit questions electronically via email to coprince@nhcgov.com and in the subject line note "RFQ-NRP Pump Track." Deadline for questions is by 3:00 PM, March 2, 2023. Any changes in the qualification's request will be posted as an addendum on Monday March 6, 2023 by end of business hours and will be sent by email and furnished to all proposers who have expressed interest. Verbal information obtained otherwise will not be considered in the awarding of the proposal. The full (design, permitting and construction) project completion date is six months from notice to proceed. The budget for the project is estimated at $350,00-$450,000. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
