**As of April 24, 2023, this project has been awarded to Education Television Network for $ 101,500.00** Direct Inquiries To: KAYLA MIDDLETON QUIRE SERVICES and SUPPLIES / EQUIPMENT (MODIFIED) It is the intent of the State of South Carolina, by and through its State Fiscal Accountability Authority, Office of State Procurement to solicit proposals on behalf of the Education Television Network (ETV). ETV is seeking a Contractor to provide tower lighting and equipment installation services for the WRJA tower in the City of Sumter, Sumter County, South Carolina. SCOPE OF WORK/SPECIFICATIONS The South Carolina Education Television Network (ETV) is seeking bids from Contractors to provide tower lighting equipment and installation services to a new LED system with updated monitoring capabilities and current updated flash technology. A. System Requirements 1. All lighting must be LED system. 2. Specifications must follow the current FAA Advisory Circulars. 3. The system shall have one control box per beacon. 4. System shall consist of: a. Seven beacons. b. Five-thousand four hundred thirty-three feet (5,433) of interconnecting (armored) wire. c. All hardware for mounting beacons, securing cable to tower legs, and mounting control boxes to interior wall. d. One flash control box per beacon, containing all hardware necessary for proper operation/installation. e. Twenty-five (25) feet of interconnect wiring for control box to control box to synchronize operation. 5. Control boxes must be interconnectable to provide synchronous flash of beacons. 6. The system provided shall include programmable, open/close dry contacts to connect to our already existing remote monitoring alarm system. 7. The manufacturer shall provide a five-year minimum warranty on all supplied parts. 8. All components shall be delivered as one shipment, to South Carolina ETV at 1041 George Rogers Blvd. Columbia, SC (South Carolina) 29201. 9. Spare parts included with the system shall consist of at a minimum one "Flash Head" and "Flash Controller Card". 10. Power/Control cabling shall be run in a manner that does not interfere with climbing face of the ladder or overlap/infringe/or trap any other previously installed coax, conduit, cabling, or equipment. B. Contractor Requirements 1. The Contractor shall provide all currently employed personnel with climbing gear necessary for safe and Occupational Safety and Health Administration/American National Standards Institute (OSHA/ANSI) approved climbing and rigging techniques and practices to include but not limited to: (Two leg full-body fall arrest harnesses, Ylanyards, safety glasses, load rated blocks/straps/shackles/ropes/cables/winch(s)/steel-toe boots/shoes, Helmets, etc.). 2. The Contractor shall be responsible for providing OSHA/ANSI approved rigging plan and load assessment. 3. The Contractor shall be responsible for all preparation of loads and equipment being raised or lowered during both the removal of old equipment and installation of new equipment. 4. The Contractor shall be responsible for ensuring all existing hardware and equipment not pertaining to this lighting contract is not damaged or altered. (including but not limited to: antenna's, coax, conduit, snap-ins, butterflies and mounting brackets). 5. The Contractor shall remove existing lighting fixtures, power/control cabling, and lighting components currently mounted on the tower before installing all the new lighting fixtures, power/controller cabling, beacon mounting plates, and additional hardware pertaining to the new lighting system.6. The Contractor shall use weatherproofing specified by the lighting supplier. 7. The Contractor shall support and tie-in a power/control cable using method specified by the lighting supplier.
