Responses shall meet the Minimum Specifications and Program Conditions (Requirements) as listed in the RFQ. The City of Lima has received funding to assist low-income homeowners to eliminate lead hazards In properties owned by low-income households. It is the purpose of this RFQ to establish a registry of pre-qualified Lead professionals who will be notified of opportunities to bid on work related to lead mitigation in residences within the City of Lima. Per federal regulations, each advertised project will state the specific Minority Business Enterprise and Women Business Enterprise Goals. Contractor registration is valid for one year from the date of approval and will apply for all related Lead contracts under the CDBG and HOME Programs. There is no scoring matrix for this RFQ. All Lead professionals whose response meets the requirements will be placed onto the registry of pre- qualified Lead professionals. The City reserves the right to review and audit all documents related to the Response and to request additional information as determined necessary. Failure to comply with the City's request may be deemed grounds for dismissing the Response. In order to be approved for inclusion on the registry, an individual must not be under investigation for criminal behavior by any State or Federal Agency This RFQ is a request for the submission of qualifications but is not itself an offer and shall under no circumstances be construed as an offer.
