The Mississippi Department of Wildlife, Fisheries and Parks (MDWFP), Office of Procurement issues this Request for Proposals (RFP) to solicit proposals from qualified, experienced, and responsible Offerors to provide consulting services for the Statewide Comprehensive Outdoor Recreation Plan (SCORP) for the State of Mississippi. The LWCF State Assistance Program was established by the LWCF Act of 1965 (Section 6, Land and Water Conservation Fund Act of 1965, as amended: Public Law 88-578; 16 U.S.C. 4601-4 et seq.) to stimulate a nationwide action program to assist in preserving, developing, and assuring to all citizens of the United States of present and future generations such quality and quantity of outdoor recreation resources as may be available and are necessary and desirable for individual active participation. The program provides matching grants to States and through States to local units of government, for the acquisition and development of public outdoor recreation sites and facilities. Grant funds are also available, to States only, for fulfilling the statewide comprehensive outdoor recreation planning requirements of the program. Every five years, each state updates their SCORP plan to remain eligible for stateside LWCF dollars, which are administered by the National Park Service (NPS). The Outdoor Recreation Grants Division, within the Mississippi Department of Wildlife, Fisheries and Parks, is charged with distributing these grants to projects that align with SCORP priorities. The SCORP is required by Section 6(d) of the LWCF Act of 1965, as amended. The selected consultant shall update to the Statewide Comprehensive Outdoor Recreation Plan (SCORP) to serve the five year period 2025-2029. A five (5) year SCORP, approved by the National Park Service is required for the State to remain eligible for federal financial assistance from the Land and Water Conservation Fund (LWCF) and the Recreational Trails Program for the development of public outdoor recreation opportunities. The Outdoor Recreation Grants Division (ORG), within Mississippi Department of Wildlife, Fisheries and Parks (MDWFP), is charged with distributing these grants to projects that align with SCORP priorities. Due to the limited size and workload of the ORG Office, the MDWFP needs to contract with a firm outside of the agency to update the SCORP. The awarded contract will be for eighteen (18) months with one (1) optional renewal year which may be exercised at the discretion of MDWFP. The anticipated start date of this contract will be after May 3, 2023. A sample contract has been included as Attachment C for your review. Should the State elect to make an award as a result of this RFP, the successful Proposer must execute the State's standard personal service contract template, without substantive revisions. Any requested revisions should be included in Section 11. By submitting a proposal, Offerors understand and agree that any proposed revisions may deem an Offeror's proposal nonresponsive.
