Proposals are being solicited for the purpose of contracting for design and construction services for the City of Dearborn PEACE Parks project. Buyers Requirements General Requirements - FOB Destination - Insurance Required - License Required Bonding Requirements - Bid Bond 2 % - Performance Bond 100 % Question Acceptance Deadline 03/21/2023 12:00 PM EDT Questions are submitted online No Job Location City of Dearborn he purpose of this Request for Proposal is to provide interested firms with sufficient information to facilitate preparation and submission of a proposal that would provide design and development services for PEACE Parks that are safe, accessible to differently-abled children and of high quality at the best value to the City. The intention of the PEACE Parks is to uniquely celebrate the culture, art, and individual communities in which each park is located within. The City of Dearborn has secured funding from Wayne County ARPA for these services to be contracted. The City has already selected multiple potential locations to develop PEACE Parks that are inclusive and welcoming to anyone and everyone. The City will provide documentation (notes, recordings) from community feedback sessions. A mandatory on-site visit is required Since time is of the essence, the City of Dearborn places a great amount of emphasis on minimizing the installation time. It is the City's intent to have each park completed by November 1, 2024. Locations o PEACE Park 1 (~1.29 acres). o 1. PEACE Park 1 -is located off of Michigan Avenue and W. Village Drive between East and West Parking Decks. This space is currently city-owned property, as is the parking lot across from the prospective park. Possible development of this space may include the closure of the parking lot in this area for an extended courtyard to increase permeable walkways and greenspace, plus closure of a segment of West Village Drive between the parking decks for pop-up food businesses and shops. - Location will require site prep, including concrete demolition. - Expected deliverables to include: o Renderings of intended park and recreation spaces. Spaces should incorporate cultural aspects of the neighborhoods in which they are located as well as: o A pavilion for the new Dearborn Farmer's market o Design that ensures stormwater drainage is a priority o Use of shade trees and seating areas o Walking trail o Semi-private spaces for work and socializing o Lighting scheme for pathways and overhead o Park amenities that are sourced from recycled material o Irrigation installation o PEACE Park 2 (~2 acres). o 2. PEACE Park 2. The "Old City Hall" property/Artspace Lofts is covered in mature trees and is the only green space in this urban area. This space creates a natural urban amphitheater. - Expected deliverables to include: o Renderings of intended park and recreation spaces. Spaces should incorporate cultural aspects of the neighborhood in which they are located as well as: o Nature-oriented playscapes which blend in to the natural landscape o Design that ensures stormwater drainage is a priority o Semi-private spaces for work and socializing o Locations for pop-up vendor spaces o Park amenities that are sourced from recycled material o Irrigation installation o Pet waste stations (2) o Pad for food truck or ghost kitchen pop-up o PEACE Park 3 (~2 acres). o 3. PEACE Park 3 - South Dearborn. Tuxedo and Wyoming Ave. This park is in a neighborhood that is bordered by an industrial area. This space will be for a more adolescent and adult-aged group based on the surrounding neighborhood. - Location will require site prep, including concrete demolition. -Expected deliverables to include: Renderings of intended park and recreation spaces. Spaces should incorporate cultural aspects of the neighborhoods in which they are located as well as: o Nature-oriented playscapes which blend into the natural landscape o Design that ensures stormwater drainage is a priority o Seating spaces which ensure separation between women and men as a cultural touchpoint for the location o Neighborhood-friendly lighting scheme o Use of shade trees to enhance the feel of the "urban park" o Park amenities that are sourced from recycled material o Irrigation installation o Basketball court separate from seating o Scent garden o PEACE Park 4 (Each Parking Deck is ~.52 acres) o 4. PEACE Park 4 Located off of Michigan Avenue and W. Village Drive, the rooftops of the East and West Parking Decks. The city intends to develop outdoor entertainment spaces atop the parking structures adjacent to the prospective park. -Expected deliverables to include: o Renderings of intended park and recreation spaces.
