Site work and paving for a mixed-use development in Airway Heights, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Project Description The City of Airway Heights is inviting statements of qualifications and performance information from individuals or firms interested in providing professional engineering services for the US 2 Pedestrian and Multimodal Enhancements Projects. Phase 1 improvements for the US 2 Pedestrian and Multimodal Enhancement Projects includes the design of the segment of US 2, including right of way north and south of the curb line, from Lawson Street to Lundstrom Street for walking, biking and transit. Phase 1 is funded in part through the federal STBG program and will have separate requirements for reporting and project compliance. Phase 1 includes a Disadvantaged Business Enterprise (DBE) goal of 13%. Phase 2, which may or may not be awarded by the City to the successful consultant firm(s), includes the design of multimodal improvements, such as pathways for pedestrians and bicycles, of the segment of US 2, including right of way north and south of the curb line, from Craig Road to Garfield Road, less the segment from Lawson Street to Lundstrom Street as described in Phase 1. The funding for this portion of the project is from Washington State and will have separate reporting and project compliance requirements. Phase 2 does not include a DBE goal, but DBE participation is encouraged. This portion of the project would be awarded separately, based on availability of funds. The full RFQ can be viewed by contacting planninginfo@cawh.org for a copy. The major features of the project are as follows: . Traffic Channelization with medians and curbs . New sidewalk and bicycle facilities along north side and south side of US 2 that integrated with vehicle access and parking . New signalized pedestrian crossing at King Street and other locations as identified through the process from Lawson to Garfield. . New transit facilities along the north and south side of US 2 . Landscaping, stormwater and irrigation. . New roundabouts at Lundstrom, Lawson and Garfield intersections . Environmental documentation and preparation of permit applications. . Public and Stakeholder Outreach In addition to design engineering services the project may also include right-of-way acquisition, and construction management/inspection services. The City of Airway Heights reserves the right to retain the services of the successful firm(s) for any subsequent phases associated with this project. Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: . Qualifications of the consultant and firm including DBE% for Phase 1. . Past experience of the consulting firm related to project design. . Past Performance/references. . Thoroughness and understanding of the tasks to be completed; . Demonstrated success with similar projects; . Quality of experience and expertise; . Staff expertise and overall experience of personnel assigned to the work including familiarity with WSDOT/FHWA standards; . Time required to accomplish the requested services; . Responsiveness to requirements of the project; and . Recent public sector experience, preferably in a municipal setting, conducting similar studies. Submittal Submittals should include the following information: Firm name, phone and fax numbers; name of principal-in-charge and project manager; and number of employees in each firm proposed for this project. Submittals may not exceed 15 single sided pages, not including cover letter and dividers.
