Architectural / Engineering Services for Blackfeet Transit Program Browning, MT February 16, 2023 PO Box 850 Browning, MT 59417 (406) 338-5604 I. INTRODUCTION Blackfeet Tribe (Owner), is seeking qualified, licensed, Architectural / Engineering services from firms to undertake complete bid documents and construction administration for the Blackfeet Transit Program Garage and administrative building, Browning, MT. The Blackfeet Transit Program provides transportation services on the Blackfeet Indian Reservation and surrounding communities. The Program works closely with the Federal Transit Administration, The Blackfeet Tribe, and the State of Montana to provide transit services. Owner intends to enter into a contract with the firm deemed best qualified by this RFQ process. After evaluation of the proposals received in response to this RFQ, the Blackfeet Transit Program shall engage in individual discussions and may interview the proposers deemed fully qualified, responsible, and suitable on the basis of initial responses to this RFQ. Numerous informal interviews may be utilized in this selection process. Proposers are encouraged to elaborate on their proposals in any interviews. If interviews are utilized, after they are complete the Blackfeet Transit Program selection committee will rank the proposers in order of preference, and the highest ranked team based on the RFQ submittal and interview combined will be selected. Negotiations will be conducted with the proposer deemed most advantageous to the project. If a fair and reasonable fee can be negotiated, the contract will be awarded to the first ranked firm. Otherwise, negotiations with the first ranked proposer will be terminated and negotiations with the second ranked proposer will be conducted, and so on. II. PROJECT BACKGROUND AND DESCRIPTION The total project construction will occupy approximately 4,550 square feet, single level, with offices and vehicle parking areas, on an existing site in Browning. The anticipated budget for construction is $1,592,500.00. The professional services for this project will be procured as one contract, and the chosen A/E firm will be responsible for all disciplines to complete the project. This project may be funded with federal funds and will be required to meet all applicable State / Federal requirements. Start of Construction: Summer 2023 III. SCOPE OF SERVICES REQUIRED The specific scope of the Professional services will require the proposing firm to furnish all expertise, labor and resources for complete design and construction oversight during the construction period, for any project as may be needed by the Blackfeet Transit Program. The following list of services are expected: 1. Refine, clarify, and define the project description, data, and requirements as necessary to develop a schematic design of the project which meets Blackfeet Transit Program and Federal Transit Administration requirements. 2. Assure that the construction contract documents are in conformance with generally accepted architectural and engineering practices and comply fully with all applicable Federal, State, and Tribal codes and regulations. 3. Provide specifications which adequately describe the project and define readily available materials and products. 4. Prepare construction cost estimates for the Project at the construction document design phases and, if appropriate, at other times throughout of the work. 5. Represent the Blackfeet Transit Program by presenting all necessary oral / graphic information to the Blackfeet Tribal Business Council. 6. Complete all forms and documents as required. 7. Develop a preliminary construction schedule. 8. Provide services to assist the Blackfeet Transit Program in the bidding and awarding of the construction contract. 9. Provide services for the construction phase, as required for the administration of the contract. IV. SELECTION PROCEDURE Under this RFQ, the selection procedure is intended to evaluate the capabilities of interested firms to provide services to the Owner for this Project. The responses to this RFQ will be evaluated by the selection committee in accordance with the criteria listed below. The A/E will be selected based on the overall merit of the RFQ responses and be based on the best value to the owner. The Owner reserves the right to conduct interviews and base selection on the interview as well as the selection criteria as listed below, or to make the selection solely off of the RFQ submittal. The following constitute the criteria for the selection committee to evaluate proposals. Some items are scored, and others are a compliance item (CI). Not completing a compliance item (CI) will constitute being disqualified from the selection process. V. EVALUATION CRITERIA The following are the criteria for which the responses will be reviewed: 1. Firm Information (10 points & CI) a. Firm Location - Geographic location of the A/E firm's office where the work will be performed in relation to the project location. b. Firm Background - Briefly describe your firm's history. Identify senior management and include information identifying the firm's annual volume of business and speak to the firm's stability in the marketplace. c. Firm Workload - Provide the status for current and anticipated work within the firm in terms of time and magnitude for the time anticipated for this project, as it relates to availability of key personnel to be assigned to this project. d. Firm Experience - Demonstrate successful experience and capacity on projects of similar type and complexity. e. References - Provide detailed contact information for three (3) references. (CI) f. Proof of Professional Liability Insurance. (CI) 2.The Project Approach (20 points) a. Provide a list of names and define the relationship of management individuals that you will commit to this Project. b. For each team member: 1. Describe their responsibility on this Project. 2. Describe their experience and how it is relevant to this project. c. Identify the specific methodology your firm will use in the administration of this Project. d. Describe your company's ability and approach to: 1. Estimating costs during design. 2. Collaboration with the design team consultants. 3. Approach to Constructability 4. Alternative methods and products 5.Project Communication 3. Availability and Capacity to Accomplish Work (20 points) a. Current and projected workload, plan to complete the work and the ability to complete the work in a timely manner. 4. Experience and Qualifications (20 points) a. Expertise, experience, and qualifications of the A/E firm. b. Consultants. - What is the team makeup and experience in working together. i. Identify your firm's ability to perform the work as this team. ii.Identify which portions of the project will be self-performed. c. What projects have been performed for this owner, or in this community by this team. d. Expertise and past experience of the A/E firm in providing services on projects of similar size, scope, and features as those required for this project. e. Qualifications and experience of the A/E's project manager to be assigned to the project. 5. Past Performance (30 points) a. Provide a list of projects and contact information for each. (CI) 1. List relevance of project to this project. 2. Identify your firm's role in project. 3. Identify project location and owner. SUBMITTAL OF INFORMATION All questions regarding this RFQ must be submitted in writing (email is acceptable) to the contact & address below. Verbal questions and answers are not binding. VII. INSTRUCTIONS TO PROPOSERS Proposals must: 1. Follow the format outlined in the Selection Procedure, above. 2. Be signed by an officer or principal of your firm. 3. Be contained in a document not to exceed 10 pages total (single or double-sided pages) including whatever pictures, charts, graphs, tables, and text the firm deems appropriate to be part of the review of the firm's qualifications. A separate transmittal letter, cover page, cover sheets, and dividers are exempted from the page limit. Page size is limited to 8-1/2 x 11 inches, with basic text information no smaller than 12-point type. 4. Proposals should be prepared simply and economically, providing a straightforward, concise description of the A/E's capabilities for satisfying the requirements of this RFQ. Emphasis should be on completeness and clarity of content. 5. Affidavit of Non-Collusion shall be included. 6. IRS Form W-9 Request for Taxpayer Identification Number and Certification shall be included. 7. Failure to provide any required information as listed in this RFQ will result in rejection of proposal. VIII. FORM OF AGREEMENT The Owner will utilize the AIA Document B101-Owner-Architect Agreement for this project. The Method of Contractor Selection has not been Determined at this time
