The Arlington Housing Authority Housing Authority, through the Massachusetts Department of Housing and Community Development (Department) is seeking the services of a qualified "Designer" within
the meaning of M.G.L. Chapter 7C, Section 44, to provide professional design and construction administration services for window replacement and envelope repair at all 21 and 25 residential buildings,
respectively, in the 200-1 and 200-2 development in Arlington, Massachusetts. An inspection of existing envelope at 200-1 (windows, foundations, and masonry) and the feasibility of a deep energy retrofit (DER)
on 200-1 buildings were conducted. The buildings at 200-2 development were not part of the DER feasibility study. While the DER included a WUFI Passive House model, and the implementation of repair and improvements to the building envelopes should take the study into account, the successful applicant will need to produce
updated models with each phase of design. The Authority's ultimate goal is to have net zero over time. The report lists project phases with scope that is tied to this window and envelope project, but the successful
applicant will, as part of schematic design phase, propose the path and phasing that will help the Authority successfully replace windows at both 200-1 and 200-2 developments, and to help reach the goal of net zero
over time at 200-1 development. As the Fee for Basic Services for this Contract is $100,000 or more, MBE/WBE Participation applies to the project. The minimum MBE and WBE participation goals are 6.6% MBE and 15% WBE of the overall value of
the design contracts for this Contract/project. See Section G. Experience and Factors and Section H. Affirmative Marketing for further information. Design fee for RFS basic service, excluding reimbursables, based on the scope of work and service authorized, shall not exceed: $395,000
