Renovation of a detention facility in Tiptonville, Tennessee. Completed plans call for the renovation of a detention facility.

Introduction: This is a procurement for the Tennessee Department of Correction (TDOC) for the provision and installation of two replacement high security rolling gates at the Northwest Correctional Complex (NWCX). The facility is an active correctional facility built in the early 1990's and it is located in Lake County TN at 960 State Road 212. Tiptonville, TN 38079. These gates comprise the main pedestrian entrance and they need to be replaced due to age. These existing pedestrian gates are beyond any useful repair because of the age and the amount of traffic that is required daily to enter the site. II. Scope of Work: The Respondent shall replace the gates and operators with new hardware and reconnect to the existing control infrastructure to deliver a fully operational sequenced gate operating similar to the existing gates. The Facility Maintenance department shall provide support for the onsite installation portion of the work to assist the Respondent by providing a forklift and dock for receiving, the delivery and warehouse space for storing the new gates, as well as providing access to and from the work area through the secure perimeters. All Respondents shall visit the job and meet with ITS and Maintenance staff prior to fabricating and delivering their gates in order to verify all performance requirements and operation characteristics and so that the supplied gates match the intent of this specification and matches field conditions without modifications. In terms of operation, new gates shall be right-hand or left-hand operation matching existing. New housings must be supplied that match existing control wiring entry location. Existing gates have concrete grade beams under the gate which needs to be matched up with the new gate dimensions or it shall be replaced. The new gates shall have access panels for the controls opposite the secure side so maintenance staff can securely make repairs should the equipment fail. Mounting height of the operators is currently at about 14' height and it is preferred to lower the mounting height to 8' height to facilitate such access using a fixed fence panel above that so the frame matches the same top height. All these items should be evaluated by the Respondent and shown on submittals for approval by TDOC prior to fabrication and delivery of the new gates. All freight and delivery charges shall be included with the bid price for a one-time delivery or for multiple or individual deliveries depending on the Respondent's intent (The installation shall be done one gate at a time to maintain security so delivery may be spread out at the option of the Respondent). It is expected the trucking company can back up to the dock at the Warehouse or Maintenance Building and a TDOC forklift can unload the units for inspection and storage before signing off on the delivery. Taxes are not included as this is a State Purchase. limits switches, 1 drive motor and one mother board, training for one meeting to demonstrate normal operation and maintenance , and provide a written manual of operation and maintenance (O&M Manuals) to the NWCX Facility. This date of delivery of these shall be documented as the date of substantial completion and begin the warranty period per these specifications. III. Pedestrian Gates Performance Requirements General: 1. Provide installation of all new Pedestrian Gates that meets the specification included in this document. 2. The pedestrian gate shall be a sliding pedestrian gate equipped with a fully selective rack and pinion, electric locking and unlocking operating device. 3. The pedestrian sliding device must be tested and passed ASTM F1643 Grade 1 Level test requirements. This certifies that the device has passed the 500,000 cycle test requirement without failure. Electrical: 4. The pedestrian gate can be controlled electrically from either control cabinets or remotecontrol consoles provided by owner. 5. Owner Control panel must have 3 position switch and individual indicating lamps for the new Gate. 6. When control switches are activated the Pedestrian Gate shall perform the following function a. Open: unlock gate and propel to locked open position b. Stop: stop gate if in transit c. Close: propel gate to fully closed position and deadlock closed Manual Control: 7. The pedestrian gate must include a manual type mechanical unlocking mechanism within a release column. 8. Release Column: The standard release is activated by a paracentric or Mogul key to match existing and shall give the operator the following operations. a. Electrical Operation: Position for remote electrical operation of the gate. b. Maintenance: Door remains locked closed but operation from the remote-control panel is removed so a local maintenance can be safely performed. Door may be opened manually and shall snap lock when manually closed by hand. c. Unlock: Door unlocks and kicks open or manually cranked open and shall not snap lock when closed manually by hand. Control from the remote console is removed when in this position. Locking and Unlocking Operation: 9. The gate must lock in 3 places, in the fully closed position 1 lock point at the bottom of door, 1 lock point at the top of the door and 1 lock point concealed within the track box. 10. The gate shall be positively locked and deadlocked with equal security in either the open or closed position. The locking mechanism is designed such as to mechanically force the vertical lock bar into either the locked or unlocked position. Question Deadline 03/08/2023
