Bid bonds may also be submitted electronically - either through the surety options within the solicitation, or by emailing a copy of the paper bid bond to purchasing@duluthmn.gov prior to the bid opening. Certified check or bank draft may also be submitted; regardless of method of submission, all bid sureties must be received by Purchasing prior to the bid opening. The City Purchasing Agent or her designee will conduct a public bid opening immediately after the deadline for receiving bids. Bidders may view the opening by going to the Purchasing web page and selecting the appropriate link. A certified check or bank draft, payable to the order of the City of Duluth, or a satisfactory bid bond executed by the bidder and acceptable surety, in an amount equal to five per cent (5%) of the total bid must be submitted by the bid deadline.
