The Washington County Public Works Department is issuing this request for proposals (RFP) to provide project coordination, permitting approvals, preliminary and final engineering services, construction staging design, utility coordination, construction documents, and post-design services for the County State Aid Highway (CSAH) 15 Rehabilitation Project. Project limits are County Highway 15 from County Highway 10 to County Highway 14. Project limits include: Is approximately 2.8 miles Is a two-lane rural highway Has traffic volumes of 11,000-13,000 vehicles per day (2019) Has a 55 mph posted speed limit Is located within the City of Lake Elmo and West Lakeland Township Through the County's Capital Improvement Plan (CIP), this project has been identified as RB-2684 with the modification to include the section from 30th street to County Highway 14. Construction is planned for 2025 1.2. Project Information County Highway 15 (Manning Ave N) is a backbone of the county's transportation system. This section from County Highway 10 to County Highway 14 is a major north-south connection for the County that runs through the City of Lake Elmo and West Lakeland Township. At this point, the County is looking to make some necessary improvements to ensure that this roadway remains safe and continues its efficient operations. The County intends to look at pavement improvement, access management, drainage, lighting, signing and striping improvements. As well as other improvement that are brought to our attention during the public involvement process. 1.3. Project Goals and Objectives The objective of this project is to maintain the safety and efficient operations of this highway segment while making improvements that are necessary until the future expansion project. In summary, the project goals are as follows: Prepare construction documents to be utilized for bidding and construction, reflecting scoping decisions made by the County's data collection and stakeholder coordination efforts Maintain the project schedule allowing for project bidding in January 2025 Provide accurate and appropriate total project cost estimates at project milestones Promote the long-term transportation goals of Washington County, City of Lake Elmo, and West Lakeland Township Scope of Work and Deliverables The following lists outline work tasks and associated items that may be included as part of the contracted services Subsection Name 2.1. Project Management The Consultant will perform all work necessary to effectively coordinate the project completion and maintain the project schedule and budget. The Consultant will start with a project kickoff meeting. The proposal should include a summary of the project management measures required to ensure that the project is completed on time, w ithin budget, and in accordance with applicable laws, policies, standards and good engineering practice. 2.2. Internal and External Team Coordination The selected Consultant will be responsible for managing the day-to-day project coordination activities of all project work, including coordination with Washington County. This includes phone calls, e-mails, and other correspondence. Washington County will lead correspondence with external project stakeholders. The selected Consultant may be asked to support the coordination by attending meetings, producing exhibits, etc. 2.3. Public Engagement 2.3.1. Project Website Washington County will procure a project-specific website, which will be available throughout the duration of the final design phase, as well as through construction. The selected Consultant will be responsible for providing text and graphics to be posted to the website at project milestones throughout the design phase. 2.3.2. Support for Agency Correspondence with Impacted Property Owners This corridor is anticipated to impact a few properties along County Highway 15 during construction.
