Site work and outdoor lighting for a civil project in Binghamton, New York. Conceptual plans call for site work for a road / highway; for outdoor lighting for a road / highway; water / sewer project; and water / sewer project.

The City of Binghamton seeks statements of qualifications from professional firms to produce construction designs for complete reconstruction and streetscape improvements for Henry Street, from Chenango Street to Brandywine Ave. in Downtown Binghamton. The City wishes to transform Henry Street, and the larger Stadium District, into a vibrant and walkable commercial corridor and a gateway for baseball fans and visitors to Mirabito Stadium, home of the Binghamton Rumble Ponies, Double-A affiliate of the New York Mets. Infrastructure improvements, including streetscape, lighting, pedestrian safety, underground utilities, and stormwater management are critical to this goal. Several potential improvements to the corridor have been studied and identified in the City's Stadium District Master Plan (2021), including: o Road Diet: for narrowing the travel lanes of Henry Street and eliminated unnecessarily slip lanes. o Lighting: Perceived lack of safety due not enough lighting. Residents and business owners both described areas in the district where there is no or inadequate lighting. o Pedestrian Crossings: Streets are wider than necessary, leading to longer crossing distances for pedestrians. Some but not all intersections have crosswalks. Car centric intersections could be made safer. ADA dropped curbs are only partially implemented. o Streetscape Improvements: Street trees, landscaping, etc. o Stormwater Management: Address flash flood and stormwater capacity issues near Mirabito Stadium and along the Henry Street corridor. o Gateway & Wayfinding: Unique, identifiable District entrance points. Project Scope The project scope will include at least the following: 1. Complete construction-ready design drawings for reconstruction of Henry Street, from Chenango Street to Brandywine Avenue. 2. Coordination of public input process for design elements, including stakeholder outreach. 3. Produce concept renderings of design options. Five (5) copies of each proposal package are to be included in the submission and the package is to be clearly marked "Henry Street Reconstruction Design." The City may elect to invite the top three firms to make presentations, if deemed necessary. The following criteria will be used to determine rankings: o proof of ability to complete project according to the project schedule; o related experience and qualifications of the firm; o related experience and qualification of the proposed staff; o understanding and approach to the project; o organization, capacity, and availability of the firm to complete project within the scheduled time frame; o experience and past performance with the City of Binghamton; and references Qualifications Submittal 1. A statement of the firm's interest in performing the work. Not more than one page. 2. A statement of the firm's technical qualifications to perform the services identified, including all other similar or comparable projects performed within the past ten calendar years that would indicate relevant experience by the firm and assigned personnel. 3. The firm's approach to the project, including an organizational chart indicating the duties of key personnel. A list of the firm's personnel proposed to be assigned to the project and an indication of their qualifications and experience on other comparable projects within the past ten calendar years. 4. The individuals to be assigned primary responsibility as project manager(s) must be specified. 5. Experience of the proposed staff. 6. An indication of the availability of the firm personnel and resources to complete the work within the period indicated. A list of references with respect to other similar or comparable projects completed within the past ten calendar years. Notes 1. This request for qualifications does not commit the City to award any contract to pay any costs incurred in the preparation of the submittal, interview/presentation, or to procure or contract for services. The City will require the firm selected to negotiate concerning the fee or the nature and extent of technical services to be provided. The results of such negotiation shall be incorporated into the contract between the City and firm. 2. The City reserves the right to ask for additional information and to consult references as may be necessary to judge the qualifications and ability of the firm. 3. All information and materials submitted will become the property of the City. This RFQ does not commit the City to award a contract or contracts or to pay any cost incurred in the preparation of a proposal in response to this request. 4. The City reserves the right for any reason at its sole discretion to cancel in part or in its entirety this RFQ. 5. The City reserves the right to make modifications and issue addenda to the terms and conditions of this RFQ. 6. This RFQ and/or the selection of a firm does not create any contractual rights or obligations whatsoever with the City, whether by this RFQ or pursuant to any other understanding, written or oral.
