Renovation of a military facility in Scotia, New York. Completed plans call for the renovation of a military facility.
This notice and associated information to include plans and specifications will be available ONLY from the Contract Opportunities page at the SAM.gov website. The 109th Air Wing of the New York Air National Guard intends to issue a Request for Quote (RFQ) to award a single firm fixed -price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for "Roof Repair" at Stratton Air National Guard Base, Scotia, NY (Schenectady County). This project includes but is not necessarily limited to the following: Project VBDZ223100: Which consists of roofs on seven facilities are to be repaired. The EPDM roofs require reattachment of the membrane and patching of holes. Bitumen roofs need patching and sealing. Metal roofs need fastener replacement and elastomeric coating. The contract duration is less than 365 days after notice to proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 238160, with a size standard of $16.5M. The magnitude of this project is between $100K - $250K. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-00003), LIMITATIONS ON SUBCONTRACTING, which states "By submission of an offer and execution of a contract, the Offerer/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded".
