The Franklin County Sheriff's Office is inviting bids from qualified communications systems to provide two-way radio mobile and portable communications to improve the safety technology infrastructure across all Franklin County school districts and the Franklin County Sheriff's Office as part of the implementation of the following awarded federal grant. COPS Office School Violence Prevention Program (SVPP) CFDA - 16.710 - Public Safety Partnership and Community Policing Grant. Treasury Account Symbol (TAS) 15X0406 The intent of the Franklin County School Violence Prevention Program (FCSVPP) for the request for proposals is to select a communications system to provide two-way radio mobile and portable communications for the Franklin County Sheriff's Office and the 5 local school districts, to improve daily school operation and communication efforts with law enforcement. The selected system will provide one radio channel for daily school operations in each school district and one channel for law enforcement communication, with the ability to communicate on the Mosher Repeater System. The System can be analog or DMR interfaced into the existing Analog repeater system located on Mosher Hill or the dispatch center in Farmington, Maine by the use of radio or IP links. Utilizing VHF for all communication efforts would be preferred, but may not be possible due to licensing issues. In the case of an issue, UHF could be utilized with Cross Bran linking to the existing VHF System. Within the system update, all school districts will operate on their own individual channel for their daily operations, with the option in the event of an emergency to switch their radios to a second channel that will allow school administration or staff to speak directly to the Franklin County Regional Communications Center and/or Deputies from the Franklin County Sheriff's Office in the field, on the Mosher Hill repeater system. The second channel on the system will be utilized daily by the Franklin County Sheriff's Office for enhanced communications throughout Franklin County. The second channel in the system has the ability to be a new frequency, which will be accepted by the Deputies to be required to change channels on their radios to access this channel for communication for daily use or in the event of an emergency. The deadline for the completion of the project is September 2023. The Franklin County Sheriff's Office reserves the right to accept or reject any or all bids and to award the bid as it deems to be in the best interest of the County of Franklin.
