TEM Intersections Chapter and Documents MnDOT requests responses for an engineering consultant to complete a comprehensive update and creation of documents that are used in the guidance, selection, and design of intersections and interchanges. This will include a new chapter in the MnDOT's Traffic Engineering Manual (TEM) regarding intersections, an update to the Intersection Control Manual, and a comprehensive training course provided upon completion of these documents. The goal of this project is to produce an updated subset of traffic engineering document, incorporating the state of the practice. This project will have a Project Management Team (PMT) that will provide feedback and guidance during the project development. These documents will need to be approved by the appropriate MnDOT Traffic Engineering Organization (TEO) subcommittees and receive final approval from the TEO Executive Committee for incorporation into the TEM. The updated traffic engineering documents will have a focus on reducing fatal and serious injury crashes on the state roadway system while aligning with the statewide 2020 Strategic Highway Safety Plan and other statewide planning documents. These documents also can provide guidance to local agencies, and these documents should be developed with this in mind. The Safe System Approach should be woven into these documents. The term of this contract is anticipated to run from May 1, 2023 to July 30, 2025. The schedule below is conceptual and can be modified based on a proposed work plan within the submittal. MnDOT anticipates posting answers to such questions no later than 2:00 p.m. Central Standard Time on 03/16/2023. This RFP does not obligate MnDOT to award a contract or complete the project, and MnDOT reserves the right to cancel the RFP if it is considered to be in its best interest.
