Existing Buildings AB5 with associated utility services, solar panels with associated electrical system and asphalt parking area underneath, mechanical equipment, and approximately 25 mature trees will be demolished. Existing Buildings AB6 and AB7 will be removed by a separate contract prior to construction of the subject parking structure. The existing large fuel tank at the northeast corner of the new parking structure will be demolished in the future by the VA (Not in Contract). It is important to note that all utilities serving the Clinical Building and the immediate areas must remain in service 24/7 during construction. Two new fire hydrants will be provided along the east side of the structure for fire-fighting purposes during and for post construction services. 2) An existing underground high voltage line crossing the new structure will be relocated by others. The major electrical shed and pedestal at northeast of the new parking structure to remain undisturbed, and it is highly recommended that existing conduits/duct banks in the vicinity of the shed be potholed and confirmed their exact location as soon as possible by the VA. The subject construction will also require existing dry and wet utilities serving the Clinical Building to be rerouted around the new structure. The existing transformer serving the Clinic Building to the south will be upgraded to service both the Clinic Building and the new structure. 3) Major soil excavation and fill up to 14 feet at the northern portion of the structure will be required to provide for the basement parking. Two new driveways will be provided to access the structure on the north and south sides along with a bridge to provide both traffic and pedestrian connection to the Clinical Building further south. The interior parking deck levels are not completely enclosed and subject to some storm water; therefore, the interior drain inlets, including the roof level and the new driveways will be provided and connected to a storm drain system and piped to the two proposed bio retention facilities for storm water treatment in compliance with the Contra Costa County and State Water Boards requirements prior to discharging to an existing public storm drain system located at VA Campus Drive and Muir Road intersection. Site retaining walls will be required for the northern driveway and the bridge due to grade difference. An accessible path of travel will be provided to allow access between the new parking structure, elevator and existing sidewalk to the east and to the immediate areas. The new Parking structure will be used for both employee and patient parking. The design must maintain the two-way ring road around the main campus. During the construction phase, any work that involves the ring road or working off the ring road must be completed after hours. The preference is for the third level of the parking structure to tie into the upper level of parking to the south of the new parking structure. A new prosthetics building is proposed adjacent to the recently constructed research building. The prosthetics building will start construction sometime in 2020 and must be complete by mid-2021. VA is working on the construction timing of the prosthetics and parking structure as these projects cannot be constructed simultaneously. The retaining wall on the west side of the parking structure property is about 15' from the property line. The general consensus of the VA and design team is that the most cost effective solution to this wall, which has signs of failing, is to replace the wall as part of this project. The cost of replacing this wall was considered when preparing the Construction Cost Limitation. Only the VA has jurisdiction over this project. No City or County agency can exert authority. Overall dimensions of the structure were studied and Civil engineers indicate that two bay double-loaded structure, the minimum width of the structure would be approximately 126'. The width of the structure relative to the ring road and the retaining wall to the west will need review. The setback of the retaining wall from the west property line became a question that will be answered by BAE and their civil subcontractor as that may be an easement. The pros and cons of various structural systems will be reviewed by various project and resource constraints and a cast-in-place structure design is anticipated. Any structural system designed by Walker, the parking consultant, would be subject to the final design by the design/builder. Existing PV panels on the surface lot located in the area of the new parking structure will not be reused for this project. The electrical output of the existing PV panels will be defined, and if replaced must be at least replicated with new, and probably more efficient, PV panels.
