The Project Manager (PM) should serve as an extension of Durham Tech staff and should provide the required services using his/her best skills. The PM is expected to actively participate in all interactions and communications between Durham Tech and the project design firms, construction managers at risk (CMARs), and miscellaneous consultants and contractors. This participation should include all matters related to project cost, schedule, vendor and contractor related activities, and all construction and post-construction activities. Construction project management services will begin April 2023 and end one year after the final construction project has been completed. The Project Manager will provide a cumulative 40 hours per week of service management to the various projects. Offerors should demonstrate their ability to provide professional construction project management services as Durham Tech's representative relative to, but not limited to the following. 1. General Requirements a. In conjunction with Durham Tech personnel and selected design firms, the PM should establish and document project specific goals and objectives regarding project scope, cost, timing and other criteria critical to Durham Tech objectives and requirements. b. In conjunction with Durham Tech personnel, the PM should facilitate and participate in all necessary programming meetings and exercises required and necessary to allow project design firms to adequately compile information necessary to ensure that the project's end product meets Durham Tech's stated project objectives. c. Serving as an extension of Durham Tech staff providing a single point of management throughout the entire design and construction process for each project. d. In conjunction with the design firms, development of all necessary and appropriate quality control measures. The PM should assure and document that such measures are undertaken by contractors and that design firms and other miscellaneous third party consultants are also providing the required, needed and appropriate monitoring, documenting and taking actions required under such quality control measures. The PM should establish and maintain quality standards for the construction project. e. Provide traditional construction project management services. The PM should develop and maintain organized, efficient, and effective communication protocols including, but not limited to providing thorough and well organized project documentation, including minutes of all meetings in a form such that they are a viable tool to manage, and document required actions, document decisions in sufficient detail and providing periodic written reports. f. PM should develop project communication and documentation protocols and ensure their implementation. g. Coordinating and participating in stakeholder engagement for both internal and external stakeholders. h. PM should initiate and then manage the on-line project communication and documentation application, and ensure that all information is current and comprehensive in accordance with the agreed upon protocols. Establish and maintain communication and documentation procedures for the project in advance and throughout the life of the contractual relationship with Durham Tech. Durham Technical Community College is a growing institution in North Carolina, serving more than 18,000 students annually across seven campuses in Durham and Orange counties with the vision to be a leader in the community's educational, training, and economic development. This is a request from Durham Technical Community College for Statements of Qualifications from Project Management firms interested in providing professional construction project management services for three capital improvement projects for Durham Technical Community College (Durham Tech). The purpose of this Request for Qualifications (RFQ) is to determine the interest of qualified firms and to provide a selection process for Durham Technical Community College. Projects will include, but are not limited to, the construction of a new Health Sciences building (approximately 86,000 sq.ft.) and a new Life Sciences building (approximately 35,280 sq.ft.) at the Durham Tech main campus and the expansion of our building (approximately 13,000- 18,000 sq.ft.) at the Orange County Campus. a. On-site management of contractor's performance. b. Coordination and documentation of meetings. c. Contract administration and management. d. Shop drawing and submittal process management. e. Inspections and quality assurance enforcement. f. Progress reports on performance to schedule and financial reporting. g. Schedule analysis and trending reports with recovery plans. h. Maintenance of all documents and files according to industry standards and Durham Tech database in hard copy and electronic copy. i. Change order management, including recommendations as regards to basis for entitlement and reasonableness of costs. j. Open item tracking and reporting. k. Assist in coordinating the procurement and installation of telecommunications, security, and classroom AV equipment. l. Provide occupant move-in assistance. m. Confirm completion of punch list items and transmittal of Durham Tech operating project manuals and as-built documents. n. Manage the project closeout process. o. Review and approved invoices from Architect and GC after Architect approval. p. Enter all Construction Contracts via Service Contract Portal. q. Provide financial expenditure reports to Business office monthly to complete. required documentation for reimbursement to NCCCS and County of Durham. r. Provide documentation to complete Inter-Scope Construction Reports. Firms shall submit any questions by 3:00 pm on Tuesday, March 7, 2023. Durham Tech's response to questions received prior to the submission deadline date and any additional information deemed necessary by Durham Tech will be posted in the form of an addendum by 5:00 pm on Thursday March 16, 2023. Statements of qualification will be evaluated by a selection committee. The committee may include administrators, college staff, Board of Trustees, and community members. A short list of firms deemed to be the most highly qualified for the proposed project(s) will be identified by the selection committee. Shortlisted firms may be invited to participate in an oral presentation and interview. The recommendation of the selection committee will be subject to a successful contract negotiation and approval by Durham Tech.
