INTRODUCTION Community College of Denver (CCD or College) seeks to retain a firm (or team) to provide skilled Owner's Representative (OR) services to act as CCD's agent in the organization, administration, oversight, and coordination of the state-funded Boulder Creek Health Science Center Renovation, Phase 1 and 2 (AKA: Boulder Creek Center of Excellence in Health and Wellness Education) project and other related projects. The OR firm will report directly to CCD's designated internal project leader(s). The successful firm will interact with campus stakeholders, the project committee, and will provide planning, procurement, oversight, and management services for all project team members. The successful firm (or team) must also demonstrate skill, experience, and expertise to meet the Owner's Representative requirements described within this document. CCD may utilize this solicitation and selection to award similar work within one year of issuance. DESCRIPTION OF PROJECT The State approved CCD for $34,307,725 in funding to renovate the existing Boulder Creek Building for classroom, simulation, and skills spaces for our health science programs. Total project value is $38,685,254. This project consists of three phases and a portion of Phase I is complete. All phases have full funding appropriated by the State and through college reserves. Phases I and II are funded by state funding and college reserves. Phase III is funded by federal State and Local Recovery Funds (SLFRF) funding through the American Rescue Plan Act (ARPA). These projects are no longer being phased as originally planned or funded because of the extent of work needed to keep the building occupied. The project will be built in one phase, with possible coordination with construction to allow move out time for occupants. Phase I-A for the Center for Chemical and Biological Analysis completed construction in August 2022. Boulder Creek is currently occupied by all three institutions on the Auraria Campus: CCD, Metropolitan State University of Denver (MSU Denver), and University of Colorado Denver (CU Denver). Both MSU Denver and CU Denver will relocate to buildings elsewhere on campus in several phases, making significant space available to CCD for their use and providing an opportunity to locate CCD's consolidated health programs strategically while reducing operating costs. The selected firm will be providing services related to two major project areas - first, planning and execution for all of the related backfill and moves required to free up the space in question. The tentative schedule for that effort is as follows. CCD anticipates using a Construction Manager/General Contractor (CM/GC) approach to project delivery. A Guaranteed Maximum Price (GMP) and an updated project duration schedule will be completed by the Architect/Engineer and the Construction Manager/General Contractor in conjunction with CCD and the selected OR team. The CM/GC will evaluate, among other things, availability of materials and labor, project schedule, project costs as they relate to the established budget, constructability, and will work closely with the Architect/Engineer, CCD and the successful OR firm throughout the design and construction phases of the project. The CCD team will expect all project participants to be active, engaged, and value-driven members of the integrated project team. The process used in the selection of the OR firm is a two-step process. STEP I is the Submittal of Prequalification as described in Section II (D). STEP II is the Interview/Cost Proposal as described in detail in Section III. A Jury Panel of individuals who will be involved in the project and understand the required services associated with Owner's Representative services will evaluate responses to this RFP for both STEPS. Upon completion of the evaluation of the Submittals of Prequalification, a limited number of firms will participate in interviews. Sealed Cost Proposals will be required only from those firms who are interviewed and are to be submitted as indicated in this RFP. Both qualifications and cost will factor in the final ranking of firms with interview qualifications given 70% of the value of the weighted criteria and fees for the Cost Proposal given 30%.
