Renovation of a residential development in Union City, New Jersey. Completed plans call for the renovation of a residential development.

The Housing Authority of the City of Union City, State of New Jersey, will receive sealed bids for New Flooring to Replace Existing @ Common Areas of 1st Floor of Three (3) Buildings 634, 640 & 660 39th St., Union City NJ 07087 The work is as described and in accordance with the Specifications / Project Manual prepared together with such addenda as may be issued prior to the date of receipt of bids. Bidders must comply with the requirements of P.L.1975, c.127 and N.J.S.A. 17:27; the requirements for Alternative Dispute Resolution ADR as established by P.L.I 977, c.371; N.J.S.A. 40.A: 11-50 and specification of subcontractor's scope of work as established by P.L.1997, c.408, N.J.S.A. 40.A:11-16. Sealed proposals will be received for all labor and materials to complete the project. The Public Housing Authority reserves the right to waive any informality in any bid or bids, to reject any and all bids, and to accept such bid or bids and to make such awards as may be in the best interest of the Public Housing Authority in accordance with any and all applicable laws and regulations. Bid proposals must be submitted as directed by the Project Manual, in a sealed envelope, addressed to Office of the City Clerk of the City of Union City 3715 Palisade Ave. 2nd Floor, Union City, NJ. 07087 Attn : City Clerk Re: Bid Package for Union City Housing Authority New Flooring to Replace Existing @ Common Areas of 1st Floor of Three (3) Buildings 634, 640 & 660 39th St., Union City NJ 07087 From: Name of Bidder Address of Bidder Envelopes shall, on the exterior, be designated as to the Contract for which the proposal is entered, and the name and address of the Bidder. Bid proposals for up to $400,000.00 must be accompanied by a negotiable bid guarantee which shall not be less than ten percent (10%) of the amount of the bid, but not more than $20,000.00. Bids over $400,000.00 shall be accompanied with a negotiable bid guarantee of five percent (5%) of the bid amount. The bid guarantee may be a certified check, bank draft, payable to the Housing Authority or a Bid Bond executed by the Bidder and Sureties acceptable to the U.S. Government and authorized to do business in the State of New Jersey. Bid guarantee must be made out to the Housing Authority of the City of Union City. The bid guarantee shall insure the execution of the contract and the furnishing of a method of assurance of completion by the successful bidder as required by the solicitation. The bid guarantee must be accompanied by certification from Surety Company that they will provide performance and labor bond for 100% of the contract price (see enclosed Consent of Surety Form). Failure to submit a bid guarantee with the bid shall result in the rejection of the bid. Bid guarantees submitted by unsuccessful bidders will be returned as soon as practicable after bid opening. Proposals must also be accompanied by the affidavits, etc., referred to in the Instruction to Bidders in the Project Manual. All Bidders, including Corporations, Partnerships and Sole Proprietorships must submit a Statement of Ownership and must be register with the Department of Labor as a Public Works Contractor as per PL1999 C238NJSA39:11-56.48 and must provide a Business Registration Certificate issued by the NJ State Division of Revenue for the prime contractor and any subcontractor they may use. Proposals must be accompanied by a project schedule. All bidders and subcontractors must comply with Section 3 regulations and reporting requirements. See Federal Regulation 24 CFR Part 135.1. Prospective bidders are hereby informed that not less than the minimum prevailing wage rates as required by HUD shall be paid on this project. This project is being executed with funds provided by the U.S. Government through the Department of Housing and Urban Development. No bidders may withdraw their bid within thirty (30) days after the actual date of the bid opening. Minorities/Women owned firms are welcome to bid.
