The Hurst-Euless-Bedford Independent School District (HEB ISD) requests electronic proposals from qualified firms to provide Portable Walk-Through Metal Detectors according to the Specifications/Scope of Work included elsewhere in this document. Prices will not be read, nor disclosed in any other manner until the award is made.
Prospective vendors must download the RFP document, read it and provide a response to it in order for a proposal to be considered. Vendors may provide additional information, such as brochures, specification sheets, flyers, etc. that describes the products being proposed. To do this, simply upload any documents along with your response using the "Response Attachments" tab. Product brochures and other descriptive materials should not exceed 10 pages total.
It is important to note that a portion of this purchase may be paid for using federal funds, which require compliance with the Education Department General Administrative Regulations (EDGAR) rules. Failure to agree to this compliance or declining of this requirement will be cause for rejection. The Evaluation Criteria used to evaluate this solicitation is included in Section V and is provided here to make prospective vendors aware of these criteria. Please be mindful of this when preparing a response to this solicitation.
Evaluation and Selection Criteria Value Score:
1) The Proposal Price; 50 Pts.
2) The reputation of the vendor and of the vendor's goods or services; 10 pts.
3) The quality of the vendor's goods or services; 15 pts.
4) The extent to which the goods or services meet the district's needs; 5 pts.
5) The vendor's past relationship with the district and other educational institutions; 10 pts.
6) The impact on the ability of the district to comply with laws and rules relating to historically underutilized businesses; 0 pts.
a) This criterion does not apply as CFBISD does not have a HUB inclusion policy;
7) The total long-term cost to the district to acquire the vendor's goods or services; 5 pts.
8) Whether the vendor or the vendor's ultimate parent company or majority owner: 0 Pts.
a) has its principal place of business in this state; or
b) employs at least 500 persons in this state; and
9) Any other relevant factor specifically listed in the request for bids or Proposals. 5 pts.
