Site work for a civil project in Cumberland, Maryland. Completed plans call for site work for a road / highway; and water / sewer project.
This project is for replacing the existing 42" dia. (approximate) Corrugated Metal Pipe (CMP) with a 43" x 68" Horizontal Elliptical Reinforced Concrete Pipe (HERCP). Traffic barrier W-beam will be installed along both sides of the roadway at the structure to meet the latest AASHTO requirements. MD 5 is a rural major collector with a design speed and posted speed limit of 50 miles per hour. The roadway at the small structure includes two 12' lanes and two 8' shoulders (approximate) on a 40' clear roadway width. The proposed pipe replacement will be done in stages while maintaining one lane two-way traffic utilizing a 24-hour flagging operation. A pump around is proposed for maintenance of streamflow during the pipe replacement. The roadway at the project site has wide shoulders, approximately 8 ft, which can be used for staging areas. On Federally assisted projects, the bidder's attention is called to the Standard Federal Equal Employment Opportunity Construction Contract Specifications (Executive Order 11246) which is a part of the contract proposal. All of these activities shall be done in accordance with Title VI of the 1964 Civil Rights Act, as amended. It is the goal of MDOT SHA that Disadvantaged and/or Minority Business Enterprises participate in all Federal Aid and State contracts, as applicable. Each contract will contain a specific participation goal. A Pre-Bid Conference will not be held for this contract. Minimum wage rates for each Project, if applicable, have been pre-determined by law and are set forth in the Invitation for Bids (IFB). Bids must only be made upon the latest electronic proposal forms (and attachments) that are furnished by the Administration. In accordance with State Finance and Procurement Title 13 of the Annotated Code of Maryland, no bid, performance or payment bonds are required for bids less than $100,000.00. However, bids $100,000.00 and above will not be considered unless a Bid Security is submitted as outlined in the Invitation for Bids. Bid Security shall equal at least five percent (5%) of the total amount bid. Also, the successful bidder will be required to supply Payment and Performance Bonds for all Contracts in excess of $100,000.00. The MDOT SHA reserves the right to reject any and all bids.
