Only those who have their principal place of business in Canada and in the territories covered by the Canadian Free Trade Agreement (CFTA) as well as the Trade and Cooperation Agreement between Quebec and Ontario are eligible to bid. (ACCQO) and who have obtained through the SEAO in their name the tender documents issued by the contracting authority. In addition, the successful bidder must be registered in the Register of enterprises eligible for public contracts (REA).
