Schoellkopf Hall Exterior Stabilization at DeVeaux Woods State Park of Niagara Falls, Niagara County, New York Each bid must be prepared and submitted in accordance with the Instructions to Bidders and must be accompanied by Bid Security in the form of a certified check, bank check, or bid bond in the amount of: $92,000.00 The successful bidder will be required to furnish a Performance Bond and a Labor and Material Bond/Payment Bond in the statutory form of public bonds required by Sections 136 and 137 of the State Finance Law, each for 100% of the amount of the Contract. Hazardous material abatement, structural shoring inside the building and along the flat roof areas in order to stabilize the structure which has deteriorated due to failure of the existing roof systems and water infiltration, and temporary roof structure and membrane roof over the flat roof areas in order to minimize water infiltration Estimate Range: $1,542,750 to $2,087,250 All Requests for Information (RFIs) are due by: 4:00PM on 03/15/2023 RFIs received after this due date and time will not be processed. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Background Watts Architects and Engineers (Watts) performed surveys for asbestos-containing materials (ACM) in relation to proposed renovations at Schoellkopf Hall of the DeVeaux Woods State Park. Schoellkopf Hall is located at 3180 DeVeaux Woods Drive in Niagara Falls, NY. Schoellkopf Hall is a vacant three-story building began construction in 1926 and was opened in 1929. The building originally housed the DeVeaux College for Orphans and Destitute Children. The school was closed in 1970 and the building has changed hands several times since, while mostly standing vacant. The current owner, New York State Office of Parks, Recreation and Historical Preservation, plans to clean and repair the building to a condition which is adequate to attract potential buyers. Due to incidental disturbances throughout the building, cleanup must be performed prior to uncertified consultants and workers entering the structure. The building is approximately 21,000 square feet, consists of three floors, a basement and attic space and contains 48 rooms. Due to the lack of conditioning, maintenance and security, most building finishes, both ACM and non-ACM have deteriorated. The non-ACM plaster ceiling and wall systems have crumbled leaving dust and debris piles throughout the structure. As a result of our site investigations and discussions of project scope, it was determined that relief from certain conditions of ICR-56 will be needed to complete the scheduled work safely and efficiently. Thermal System Insulation Debris Cleanup The effects of time, roof leaks and unconditioned spaces have negatively impacted all building materials including asbestos-containing pipe, mud fitting and tank insulation. Asbestos-containing insulation debris was observed throughout the basement during the survey field work. It is also likely that asbestoscontaining pipe insulation is present in wall chases, cavities above hard ceilings and other inaccessible locations throughout the building. The condition of the concealed insulation is unknown. In some cases, the debris piles are under deteriorating ACM pipe insulation still connected to associated pipes. The asbestos insulation is scheduled to be removed and disposed of, and the associated debris cleaned up. The total quantity of asbestos pipe insulation that is the subject of this variance petition is approximately 2,660 LF of pipe insulation and mud fitting insulation as well as 350 square feet of tank insulation. An approximate total of 90,000 SF of floor space (as well as associated walls and floors) are in need of debris cleanup. Drywall Partition Wall Cleanup Partition walls in the basement bathroom and closet of Room S.L.R.-136 have an asbestos-containing joint compound. The walls are in deteriorated condition and the joint compound is no longer intact. As the walls are scheduled for demolition they should be included in the cleanup activities. Approximately 850 square feet of drywall walls with asbestos-containing joint compound fall within the project limits. Floor Tile Debris Cleanup Approximately 17,950 square feet of asbestos-containing floor tile with asbestos-containing mastic is present throughout the first, second and third floors including the stairwells and landings. As a result of the building being unconditioned, roof/envelope leaks and vandalism, the floor tile is in a deteriorated state and should be considered an incidental disturbance.
