James City County ("County") issues this unsealed Request for Proposal (RFP) to obtain proposals from qualified and experienced firms to establish a contract(s) with firm-fixed unit pricing for as-needed septic pumping and hauling services for various locations within James City County. The County reserves the right to make multiple awards from this solicitation. The Contractor(s) shall perform the required work at the location and date designated by the Stormwater and Resource Protection Division. No minimum amount of work will be guaranteed. This project has been funded wholly or in part by the United States Environmental Protection Agency under assistance agreement 96383501-2 to the Virginia Department of Environmental Quality. The contents of this document do not necessarily reflect the views and policies of the Environmental Protection Agency, nor does the EPA endorse trade names or recommend the use of commercial products mentioned in this document. Additional funding may come from a combination of sources including federal, state, and/or local funds. By submitting a proposal, the Offeror agrees it shall comply with all applicable federal, state, and local regulations and review requirements. Through this project, the County will provide assistance to local residents to receive septic tank pumping services. Virginia State law requires anyone within a Chesapeake Bay Preservation Area(CBPA) to have their septic tank pumped or inspected once every five (5) years. Research has shown that failing septic systems contribute considerable amounts of pollution to groundwater and the Chesapeake Bay and its tributaries. The County anticipates funding septic tank pumping services for roughly 20 residences within James City County for the initial contract term. The number of pump outs in subsequent terms will depend on availability of funds.
