Tenders must be accompanied by a certified check equal to ten percent (10%) of the amount of the tender made out to the Owner, the Center de services scolaire de l'Énergie, or a tender bond established at the same amount and valid for a period of 45 days from the date of opening of tenders. This bid guarantee must be exchanged at the signing of the contract for a performance guarantee and a guarantee of obligations for wages, materials and services as mentioned in the tender documents. Only will be considered for the purposes of awarding the contract, tenders from contractors having an establishment in Quebec or, when an intergovernmental agreement is applicable, in Quebec or in a province or territory covered by this agreement, and holding, where applicable , the license required under the Building Act (RSQ, c.
