As per contracts administrator, once this project has a pre-bid they will only be sending details to those who attended the pre-bid meeting. To furnish all tools and materials to complete the NCSHP running track access improvements as outlined in the supplied drawings from Alpha and Omega Group including the fence installation described in the scope of work document. Any scope of work related questions, clarifications, or assumptions made that would change the drawings or specifications shall be submitted during the bid package review period. Responses to pre-bid scope of work related questions, clarifications, or assumptions will be issued in an addendum so that all bidders have an opportunity to review. NCDPS requires that, for construction contracts with a value of $5000 or greater, the contractor shall comply with the document Guidelines for Recruitment and Selection of Minority Businesses for Participation in State Construction Contracts including Identification of Minority Business Participation, Affidavits A, B, C, and D, and Appendix E. These forms provided herein are hereby incorporated and made a part of this contract. A bidders failing to comply with this requirement will be considered non-responsive and will result in bid rejection. The NCDPS imposed contract threshold of $5000 for HUB recruitment supersedes any reference to a higher threshold that may be noted in the bid documents, within referenced documents, or within any regulatory requirement. Contractors are hereby notified that they must have proper license under the State laws governing their respective trades and that North Carolina General Statute 87 will be observed in receiving and awarding contracts. No bid may be withdrawn after the opening of bids for a period of 90 days. The Owner reserves the right to reject any or all bids and waive informalities. Bids shall be made only on the Form of Proposal provided herein with all blank spaces for bids properly filled in and all signatures properly executed. Form of Proposals with scope clarification letters attached will be automatically disqualified.
