This Request for Proposals (RFP) will provide your firm with sufficient information to enable you to prepare and submit a proposal to partner with City staff to provide comprehensive disaster recovery services in the wake of a natural or manmade disaster. The RFP includes a preliminary scope of work and general terms and conditions of any subsequent contract. The scope of services, as defined herein, may be modified after final selection of the contractor. The general terms and conditions are part of any submitted proposal and will be incorporated into any subsequent contract. Submission of a proposal shall constitute acceptance of these terms and conditions. Conditional responses may be rejected. The City of Wilmington is subject to the impact of disasters and catastrophes. Therefore, as set forth by FEMA, each community should be prepared in advance for such an occurrence. One step in this process is to contract with qualified firms, such firms will be on standby to assist immediately in the Response, Management, and/or Recovery from any such disaster. Contractor shall be required to furnish and deliver to City of Wilmington a Payment Bond and a Performance Bond covering the faithful performance and completion of the work in an amount of 100% of the project cost within ten (10) days after the contract has been activated and an Notice to Proceed by the Public Services Director has been issued from the City.
