For Miscellaneous Improvements at Cabot Maintenance Facility The Cabot Maintenance Facility Improvements project scope consists of the replacement of elements throughout Cabot Maintenance Facility in South Boston and includes improvements to the maintenance facility which was originally built in the l 970's. These building upgrades include the installation of new overhead cranes, wheel truing machine, spray paint booth and other specialty equipment; and an upgraded carwash. This project will allow for storage, the safe operation, proper maintenance, and reliable servicing of the new Red Line vehicle fleet. The scope of work for this Contract # R44CN03 is work that was originally to have been performed under MBTA Contract #R44CN02 CABOT YARD AND MAINTENANCE FACILITY IMPROVEMENTS], which was terminated before the work was completed. After Contract #R44CN02 was terminated, the MBTA purchased equipment that the original contractor was required to purchase; the MBTA will provide this equipment to the contractor for this Contract #R44CN03 for installation. The specifications for this Contract # R44CN03 consist of technical specifications for MBTA Contract # R44CN02, which are in Contract Specifications Volume 2, as modified by the following documents in Section 01010 - The Summary of Work: . "Package PKG-MF-001: Maintenance Facility, Bridge Cranes - Supplemental information, " . "Package PKG-MF-002: Maintenance Facility, Zone Q, Paint Booth - Supplemental Information," . "Package PKF-MF-003: Maintenance Facility, Substation Foundation Remedial and Sitework - Supplemental Information," . "Package PKF-MF-004: Maintenance Facility, Substation Building - Supplemental Information," . "Package PKF-MF-005: Maintenance Facility, Clerestory (Incline) Windows - Supplemental Information,". "Package PKF-MF-006: Maintenance Facility, Wheel Truing Machine - Supplemental Information," and . "Package PKF-MF-007: Maintenance Facility, Zone R, Train Wash - Supplemental Information." Applications for prequalification for this Project will be accepted up until the bid date. Contractors should allow for ample time for the Authority to evaluate and respond to the Prequalification Application prior to the bid opening date. Only contractors prequalified by the bid date will be considered eligible. Bidders attention is directed to Appendix 1, Notice of Requirement for Affirmative Action to Insure Equal Employment Opportunity; and to Appendix 2, Supplemental Equal Employment Opportunity, Anti-Discrimination, and Affirmative Action Program in the specifications. While there is no DBE goal associated with this contract, the Authority strongly encourages the use of Minority, Women and Disadvantaged Business Enterprises as prime contractors, subcontractors and suppliers in all of its contracting opportunities. Bidders will affirmatively ensure that in regard to any contract entered into pursuant to this solicitation, minority and female construction contractors will be afforded full opportunity to submit Bids and will not be discriminated against on the grounds of race, color, religion, sex, age, or national origin in consideration for an award. Bidders will be required to comply with Federal Equal Employment Opportunity Regulations and the President's Executive Order No. 11246 and any amendments or supplements thereto. Bidders will also be required to comply with the Governor's Executive Order No. 481, prohibiting the use of undocumented workers on State Contracts and any amendments and supplements thereto. All questions during the bid phase should be directed to the MBTA Project Manager in writing or emailed to the contact information above. Questions are to be submitted no later than ten (10) days prior to the date set forth for the opening of the bids. Bidders are advised that they should have representation at this tour as no extra visits are planned. All attendees are required to provide a completed "COVID-19 Self Certification Form" included at the end of Section 00200 Instructions to Bidders at the site visit.] Bidders will be required to certify as part of their bids that they are able to furnish labor that can work in harmony with all other elements of labor employed or to be employed on the work. This Contract is subject to minimum State wage rates as well as all other applicable labor laws. Bid Guaranty shall consist of a bid deposit in the amount of five (5) percent of the value of the bid, in the form of a bid bond, cash, certified check, treasurer's or cashier's check. The successful Bidder shall be required to furnish a Performance Bond and a Labor and Materials Payment Bond each for the full amount of the Contract price. The Authority reserves the right to reject any or all Bids, to waive informalities, to advertise for new Bids or proceed to do the work otherwise, as may be deemed to be in the best interests of the Authority.
