In connection with the Waterbury Active Transportation Economic Resurgence (W.A.T.E.R.) Project, Phase II, the City of Waterbury ("City") is seeking to engage the services of one or more Engineering firms to provide either: 1) Preliminary Engineering Services for the preparation of preliminary and final contract plans and documents; undertake environmental studies and NEPA document preparation; perform survey, and ROW mapping; or 2) Construction Administration/Resident Engineer Inspection Services and Constructability Review Services. Funding for this work is anticipated to be provided via a U.S. Department of Transportation Grant Agreement under the Fiscal Year 2022 RAISE Grant Program. As used herein "Recipient" shall mean City of Waterbury and "bidders"/"bid" shall mean "respondents"/"responses". The Recipient, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that for any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. All questions and communications related to this RFQ must be directed through the City of Waterbury ProcureWare website and must be received by 2:00 PM on March 20, 2023. Responses to questions submitted by the above date or identified at any Informational Session to be held in regard to this RFQ, as well as any changes or amendments to this RFQ, will be available via the City of Waterbury ProcureWare website no later than 2:00 PM on March 24, 2023.
