The Work under this Project consists of the dredging of Stage II James City County Marina to include: a. Dredge the James City County Marina Stage II Area of approximately 7,581 CY. b. Depth of dredging is minus 4 feet (-4 feet) MLW. c. Dredge material disposal site is James City County parcel 4630100005 located at 2205 Jamestown Road, Williamsburg, VA 23185 per the attached Offsite Dredge Disposal Plan E&SC-00-0000. d. A hydrographic survey of the entire Marina Area Stage I and II is required prior to start of dredging operations with submittal to James City County to measure the depth and bottom configuration of the Marina. It is anticipated that minor dredging in the Stage I area may be required given the time since Stage I dredging was completed. e. An as-built hydrographic survey of the Marina Area Stage II and any area dredged in Stage I as part of this contract is required upon completion of the dredging operations. Payment of additional dredging volume will be based on the pre and post-dredging surveys and the unit price provided in the bid tab Bidders are strongly encouraged to walk the project site and questions pertaining to this project should be directed to Pam Dawson, Senior Procurement Specialist, via email: pam.dawson@jamescitycountyva.gov prior to 12:00 PM on March 15, 2023. Bid Security in the amount of Five percent (5%) of the Bid shall be submitted with each Bid. Performance and Payment bonds for one hundred percent (100%) of the Contract will be required by the Owner prior to Contract Award. The cost of bonds is to be included with the bid price. Each bidder shall submit a letter of certification from their surety that an Erosion and Sediment Control Surety Bond in the amount of $ 50,000 will be issued if the Bidder is awarded the contract. Liquidated Damages in the amount of $500.00 per day will be assessed for failure to meet the schedule for Substantial Completion or Full Completion. Contractor registration in accordance with Title 2.2 Chapter 43, Code of Virginia is required. The Bidder shall include in its Bid the following notation: "Licensed Virginia Contractor No. ." Withdrawal of Bids due to error shall be subject to and in accordance with Section 2.2-4330 of the Code of Virginia and the Contract Documents. The Owner reserves the right to waive minor non-substantive informalities in the Bid, to reject any/or all Bids, to award any Bid in whole or in part and award the Bid considered to be in the best interest of the Owner. The Owner also reserves the right to negotiate with the lowest responsive, responsible Bidder should Bid exceed available funds.
