2095780 The Ulysses Town Board has approved the development of a scope of work for the continuation of the Black Diamond Trail from Taughannock Falls State Park to the Village of Trumansburg. The proposed project is for the scoping and planning phase to complete the sections of the Black Diamond Trail (BDT) from Taughannock Falls State Park to the Village of Trumansburg, with the long-term objective of continuing the trail to the area known as Camp Barton (soon to be owned by NYS Parks). This will include addressing the BDT master plan and assessing changes since the creation of that document as it relates to this portion of the project, investigation and feasibility of potential routes, outreach efforts to include stakeholders and neighbors of potential routes, initial ROW assessment along potential routes, and pros and cons of potential routes. The focus will be on developing a substantive plan the southern connection between the Village and Taughannock Falls State Park, as well as identifying potential pathways through the Village of Trumansburg for future connection to Camp Barton property. These potential pathways in the Village are only meant as initial considerations, and do not need the substantive work associated with the southern extension. This RFP seeks a proposal for a scoping and planning phases of this work. The purpose of this phase is to put the Town and other collaborators (the Village and NYS Parks) in a position to apply for funding via the CFA process. In order to do this, many of the deliverables outlined below will be needed in time to plan and complete funding applications by late July 2023.
