Site work and new construction of a pre-engineered storage facility in Saint Augustine Beach, Florida. Conceptual plans call for the construction of a pre-engineered storage facility; and for site work for a pre-engineered storage facility.

The scope of services ("Services") for this project shall require the selected Consultant to provide the following engineering services tasks: 1. Existing Data Review and Gaps Identification - all County data will be available for use by the Consultant. The Consultant will review the County data and other relevant data/reports to determine any additional data needs. 2. New Data Collection - the Consultant will review currently available "plans and specs-level" topographic surveys of the placement area and field-verify locations of seawalls. Upon further authorization, the Consultant will use the results of Task 1 to collect any additional field data. LiDAR was flown post- Hurricane Nicole. The Consultant should plan at least one site visit to the entire project area prior to final design. 3. Permitting Placement Areas Final Design - the Consultant will design the beach fill such that beach compatible sediments are placed on the beach as landward as possible while not exceeding FEMA qualifying quantities, while considering vegetation coverage, viewshed, impacts to native wildlife, and existing structures; prepare plan and cross section views at 100 ft increments; define the landward limit of fill to assist the County in obtaining construction easements from upland property owners; and develop bidding quantities. If needed, the Consultant will design appropriate methods to address parcels with no construction easements. The placement area will include dune plantings. 4. Preparation of Construction Documents, to include: a. Prepare construction-ready plans and specifications (including basis and measurements for payment) consistent with all permits, and of a level suitable for insertion into the County's procurement package to secure a construction contractor. May have to produce multiple sets of plans and specs for each reach as the project may be bid out in separate sections. b. Develop all project construction quantities. c. Estimate construction costs and the construction schedule. d. Develop any other related materials. 5. Bidding Phase Assistance - the Consultant will prepare for and attend the pre-bid meeting, and answer any technical questions potential bidders may have. Review the bids received and provide a bid recommendation. 6. Construction Management Support, to include: a. Public Engagement b. Contractor Initiation and Kickoff Meeting c. Agency Coordination and Notification d. As needed pre-construction beach surveys e. Construction Engineering and Oversight f. Supplemental Beach Surveys g. Validation surveys or spot checks of completed sections of the project h. Construction Phase Environmental Monitoring i. Any other task the consultant identifies as necessary for construction management support 7. Post-Construction Documentation, to include: a. Coordination with contractor and agencies necessary for the closeout of the construction project. b. Project Closeout - Development of final As-Built drawings and coordination with all local, state and federal agencies. c. Notice of Completion: Preparation and submittal of the Notice of Completion and supporting documentation as required by the state and federal regulatory authorizations. d. Deliverable: database with project record including as-built drawings, memo with recommendation for acceptance of project and any other documents necessary to ensure compliance with the applicable permits 8. Environmental Monitoring, to include: a. Seasonal Environmental Monitoring - marine turtle nest monitoring will occur as- described in the FDEP permits. During construction monitoring may be turned over to the construction firm but will need to be picked up by consultant if any monitoring remains after completion of construction. b. Marine turtle nesting survey report. 9. Additional Services- the Consultant will state in its proposal any additional services it thinks are necessary to achieve the project objectives. 10. Coordination with County - the consultant is to have weekly meetings with the County and submit weekly progress summary reports to the County. The method of contractor selection has not been determined at this time.
