Proposals will be publicly opened immediately following the specified deadline. Any proposal received later than the specified time, whether delivered in person or mailed, will be disqualified. FAXED PROPOSALS WILL NOT BE ACCEPTED. After evaluation of all proposals is completed, the Purchasing Department will present a recommendation to the SAISD Board of Trustees at a scheduled meeting. After approval by the Board of Trustees, the bid tab will be posted on the SAISD website. The San Angelo Independent School District (District) is located in and surrounding the city of San Angelo, Texas. The District operates 17 elementary schools, three middle schools, one freshman campus, two high schools and two alternative campuses. SAISD has approximately 2000 employees serving more than 14,500 students. The District is seeking to replace the aging on-premises phone systems with a VoIP based system at eight facilities and establish the standard for eventual replacement of the systems at all the remaining facilities. The new solution will provide an enterprise-wide, reliable, scalable and secure communications platform to meet existing and future needs. The key business drivers are to leverage the features of modern VoIP systems, support District security protocols, ensure the system can be supported properly going forward and to reduce overall costs. The initial eight facilities are to be completed no later than July 17, 2023. The District has engaged a consulting firm to act as Owner Representatives (Owners Rep) to help oversee this project through to completion. The winning vendor will work with the Owners Rep and District personnel to create a project plan, monitor and track progress, and coordinate activities on the District side. The existing phone systems are on-premises NEC Aspire or SV 8100 systems utilizing a mix of PRI, cable modem and analog POTS lines for phone service. The proposed solution may be onpremises, cloud-based or hybrid, provided that the key functionality and risk mitigations given below are met.
