The State of New Hampshire, Department of Military Affairs and Veterans Services (the "State" or "Department") is requesting qualifications packets from qualified consultants to establish up to four contracts for professional architectural services in accordance with New Hampshire Revised Statute Annotated (RSA) 21-I:22. The resulting contracts will bind the selected consultants to the Department for services further specified in the attached documents and in accordance with the requirements of this RFQL and State and Federal laws and regulations. The Department has approximately fifteen (15) Readiness Centers, four (4) field maintenance shops, a combined surface maintenance shop, a State Military Reservation (SMR), a 100-acre training site, a Regional Training Institute, an Army Aviation Support Facility, and other ancillary facilities statewide. The New Hampshire Army National Guard (NHARNG) Construction and Facilities Management Office (CFMO) is located on the SMR in Concord and has chief responsibility for all infrastructure support to include master planning, site development, design review, construction administration, and facilities maintenance. Most facilities are approximately 50-years old and due to changes in building codes as well as technology our facilities do not meet our needs as a modern operational force or the needs of the citizens of our communities. Aging buildings and infrastructure are compromising mission success at our facilities due to the following reasons: variety of non-standardized systems installed during upgrades over the life of the facilities; original systems installed when facilities were commissioned that may not be performing at peak efficiency as they near the end of their life-cycle; lack of a cohesive master plan for restoration and modernization of building systems; lack of handicap accessibility and code compliance; lack of fire and life safety equipment; inefficient window air conditioning units; in addition to minimal upgrades in electrical and plumbing systems over the years. The CFMO is looking to obtain services to include construction administration of small projects in accordance with current State and Federal statutes, as well as complete analysis of existing building systems, development of master plans, and other deliverables needed to correct current deficiencies and meet future operational requirements.
