The Howard County Public School System (HCPSS) issued this Request for Proposal (RFP) to solicit submittals from qualified firms interested in providing services for the Federal Communications Commission's E-Rate program, which provides discounts for telecommunications, Internet access and internal connections to eligible schools and libraries with funding from the Universal Services Fund. HCPSS benefits from the E-Rate program by receiving discounts on telecommunications, telecommunications services and Internet access, as well as internal connections, managed internal broadband services and basic maintenance of internal connections through a competitive bidding process. The Howard County Public School System (HCPSS) currently serves 58,000 students across 77 schools and is located between the metropolitan areas of Baltimore, MD and Washington, DC. While it is a suburban system in many respects, parts of the area are becoming more urbanized with an influx of students and families from the two major metropolitan areas (many of whom relocate to Howard County because of the outstanding reputation of the school system). The Howard County Board of Education, hereinafter referred to as the Howard County Public School System or HCPSS, is soliciting competitive sealed proposals to contract with a company to obtain E-Rate Consulting Services for use throughout HCPSS as more fully described herein. Services shall be performed in accordance with the specifications, terms, general conditions, and attachments. Failure of any offeror to receive any such Addenda or interpretation may not relieve such offeror from obligation under his/her proposal as submitted. HCPSS intends to award a one-year contract with five, one-year options.
