For T32-D4-Installation, Repair and Maintenance of Fencing-Lowndes-SR401NB MM11.23-15.01-144323 Question Deadline 03/14/2023 at 2:00 PM ET This solicitation is being conducted by the Georgia Department of Transportation under its authority to procure services ancillary to the construction and maintenance of a public road (as defined in O.C.G.A 32-1-3 (24) as provided for in O.C.G.A 32-2-61 (c) and (d) (1) (D). Only contractors deemed as Qualified Contractors to provide "Installation, Repair and Maintenance of Fencing" during the prequalification process are eligible to participate in this Invitation to Bid (ITB) / Request for Quote (RFQ). Through this ITB/RFQ the Georgia Department of Transportation (hereinafter, "the State Entity, Department, Agency, or GDOT") is seeking bids for Installation, Repair and Maintenance of Fencing. . All respondents to this ITB/RFQ are subject to same terms and conditions of the MMSA 48400-410-000033618,subsequent awarded contract, and the Invitation to Bid (ITB) / Request for Quote (RFQ) Form, and are cautioned to completely review the entire ITB/RFQ and follow instructions carefully. The Department reserves the right to modify existing provisions or include additional provisions, which are not currently addressed herein and further reserves the right to reject any or all bids, and to waive technicalities and in-formalities at its discretion. Scope of Work to be Performed The Contractor will be required to perform prep work, removal, installation and cleanup for Installation, Repair and Maintenance of Fencing defined in this ITB. The majority of the work will occur on the Interstate and State Route system. The Contractor shall supply labor, equipment, tools, means of transportation, traffic control, and incidentals to perform work in accordance to specifications, and to ensure a safe work environment for employees and the traveling public within the time schedule specified. 1. Scope Work under this ITB consists of furnishing all labor, materials, tools, equipment, means of transportation, and incidentals necessary to perform the services. Contractor must furnish equipment in good operating condition and operated by properly trained and qualified personnel. The Contractor must make a good faith effort to furnish the Department the fully operational equipment needed to perform Installation, Repair and Maintenance of Fencing at such time, and at such location(s) as directed by the Engineer. Prior to start of work, Contractor must inspect equipment to ensure the equipment is fully operational for the performance of its intended purpose. The Contractor will also be responsible for any traffic control, licenses, and permits required to satisfy the duties required herein. 2. Scope of Services General Fencing Requirements A. Follow the general requirements when placing, repairing or replacing damaged fencing components: 1. All replacement fencing components shall be installed to the most current design standard and in accordance with the Specifications and applicable Standard and Construction Details. Any exceptions to this shall have prior approval from the Engineer. In addition, all materials are to be replaced with like materials. 2. Construct the fence to follow the contour of the ground. Place the bottom of the fence fabric at least 1 in. (25 mm) from the ground surface, but no more than 6 in. (150 mm). 3. Clear the fence line a maximum of 8 ft. (2.4 m) wide and grade where necessary to provide a neat appearance. 4. When the ground profile in low areas changes abruptly, use longer posts to maintain the ground clearance. Stretch multiple strands of barbed wire on the posts with 6 in. (150 mm) or less vertical clearances between strands of barbed wire. 5. Connect the existing cross fences to new fencing, except for obviously unserviceable fences. 6. Place corner or end posts, whichever is appropriate, at the junction with existing fences and fasten the wires in the new and existing fences to the posts. 7. Install corner or pull posts for new fencing without placing tension on existing fence posts. At structures, fasten new fencing to end posts to permit livestock to pass through or under the structure freely, unless otherwise directed. 8. Follow all applicable construction details and standards identified in Table 7 and in the project scope of services. B. Posts and Appurtenances: Follow these steps to install posts and appurtenances 1. Replace and install the posts in the same location where possible. If the soil is Class I, II, III, or V, drive "C" and 2-3/8 in. (60 mm) tube-type line posts for all fence types at least 3 ft. (900 mm) deep instead of using concrete encasement. 2. Encase in concrete line posts installed in marshy or swampy areas (Class IV soils). Install posts in rock according to this subsection. 3. Encase the corner, end, and pull posts in concrete
