The City of Orangeburg is requesting Statements of Qualifications and experience for professional airport planning consulting services and such other special and additional services as may be requested by the City of Orangeburg in connection with proposed improvements at the Orangeburg Municipal Airport during a five-year period. Proposed work must be performed and completed in such a manner as to be eligible for federal and state aid funds. The airport is conduction an open engineering selection in accordance with the FAA Advisory Circular Guidelines. Submittals shall be limited to no more than twenty (20) single-sided, 8 1/2 X 11 pages, excluding tabs and cover letters, which addresses the following:
1. Name and description of firm
2. Location of corporate office and office where work will be accomplished
3. Qualification and previous experience at general aviation airports
4. Resumes of key personal to be assigned to projects at Orangeburg Municipal Airport
5. Names and telephone numbers of references of four (4) clients familiar with previous work experience
6. Working relationships with FAA and South Carolina Aeronautics Commission
7. Familiarity with the Orangeburg Municipal Airport
8. Provide any additional comments you believe are relevant Please not this is NOT a request for a price proposal. Your Submittals should include actions which your firm may take in working with DBE's, WBE's, and MBE's. No elaborate special presentation brochures are expected at this time. An evaluation of qualified firms will be undertaken following receipt Submittals. It is the intent of the City to select a consultant as a result of this effort. The City of Orangeburg desires to select a planning consultant for the purpose of planning of aviation related projects of the Orangeburg Municipal Airport, such as indicated below. It is the intent of the City to enter into a multi-year Master Agreement with a consultant for a 5-year period during which some or all of the projects may be developed.
The scope of work to be included in the contract may include, but may not be limited to the following:
1. Runway 17/35 rehabilitation - Design, Bid
2. Runway 17/35 lighting rehabilitation - Design, Bid
3. Runway 17/35 rehabilitation - Construction
4. Runway 17/35 lighting rehabilitation - Construction
5. Airport Layout Plan Update
6. Taxiway A & B lighting rehabilitation - Design, Bid
7. Taxiway "A" rehabilitation - Design, Bid
8. Taxiway "A" rehabilitation - Construction
9. Taxiway A & B lighting rehabilitation - Construction
A contract for the preliminary design, construction documents, construction, and special services for each project will be entered into independently at the appropriate time. The method of Contractor Selection has not been determined at this time.
