The National Park Service (NPS) is conducting a market survey to determine the interest and capability of contractors for a possible upcoming project. All costs associated with providing information in response to this market survey shall be the responsibility of the firm. Any information submitted is voluntary. The Contracting Officer will make an acquisition strategy determination based on the results of this market survey. Prime contractors interested in working at Cape Cod National Seashore, Wellfleet, MA the work will consist of: Providing all labor, materials, tools and other equipment necessary for reconstruction of the Mill Creek Water Control Structure (WCS), which is required to protect low-lying properties and roads against higher water levels resulting from the restoration of natural tidal flow and projected sea level rise. All the project elements rely on each other, with the Mill Creek WCS as a discrete, yet integral, component of the larger Herring River Restoration Project (HRRP). Located on National Park Service (NPS) land near a former tidal mill site, the WCS is the only major HRRP component to be funded, constructed, and owned by NPS. The project will contribute to the remediation of a long-standing water quality impairment determination by the Commonwealth of Massachusetts for the entire Herring River watershed. We anticipate that work would begin after the FY23 award. The NAICS code for this project is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $39.5M. The Magnitude of Construction anticipated is between $5 Million and $10 Million. Interested contractors should also consider their construction bonding capacities when responding. Contractor must be registered as a small business under the listed socio-economic categories in SAM (System for Award Management) under NAICS code 237990 to be considered/confirmed. Overview: This project will include all mobilization, work, labor, and materials to complete this work to include Prime/Subcontracting oversight as follows: The Mill Creek WCS will consist of a single wall steel sheet-pile design that was selected based on functionality, low construction and maintenance costs, and adaptability to sea level rise. The structure will provide protection from tidal flooding for properties outside the park boundary and upstream of the WCS to a water surface elevation 2 feet higher than the local coastal storm of record. The WCS contains five, 5- foot-wide adjustable combination sluice-flap gates that will allow full drainage of freshwater outflow and controlled saltwater inflow to partially restore tidal exchange to degraded salt marsh habitats within the Mill Creek floodplain. The sheet pile will be capped to avoid injury for anyone that accesses the structure. The project is in a remote, infrequently visited location with no existing road or trail access due to the extensive vegetation. Workers will access the site from a reinforced constructed access route constructed by this project. The access for maintenance will be provided via reinforced/stabilized access route at marsh grade and an elevated, cantilevered catwalk attached to the wall for gate operation and maintenance/minor repair access along the length of the structure. Operations and maintenance of the tide gates will be performed along an OSHA compliant catwalk and railing system. Contractor will be responsible for permitting. All specifications documents/drawings will be provided if/when the government proceeds with a formal solicitation The method of contractor selection has not been determined at this time. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
