This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued in conjunction with FAR Part 13 - Simplified Acquisition Procedures. The solicitation number is FDA_OC-2023-114500. This solicitation is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-01, January 31, 2023. The associated North American Industry Classification System (NAICS) Code is- 562111 - Solid Waste Collection; Size standards $41.5 million. The requirement will be competed unrestricted and made available to Full and Open competition, meaning any qualified vendor regardless of size status may submit a quote. Respondents are responsible for submitting proposal/quote and any supporting documents before 1:00 PM Central Time - Local Prevailing Time in Jefferson, Arkansas on April 3, 2023, by eMail to howard.nesmith@fda.hhs.gov. Statement of Need The U.S. Food and Drug Administration (FDA), National Center for Toxicological Research (NCTR), requires services for waste dispose of non-regulated solid waste for landfill, recyclable material collection and hauling services which comply with all Federal, State Regulations and sustainability/recycling efforts. Period of Performance Base Year: 07/08/2023 thru 07/07/2024 Option Year 1: 07/08/2024 thru 07/07/2025 Option Year 2: 07/08/2025 thru 07/07/2026 Option Year 3: 07/08/2026 thru 07/07/2027 Option Year 4: 07/08/2027 thru 07/07/2028 Questions regarding invoice payments that cannot be resolved by the IPP Helpdesk should be directed to the FDA Employee Resource and Information Center (ERIC) Helpdesk at 301-827- ERIC (3742) or toll-free 866-807-ERIC (3742); or, by email at ERIC@fda.hhs.gov.
