Request for Qualifications For Professional Engineering Services The East Sevier County Utility District will be accepting statements of qualifications from qualified firms for the following: Engineering services for public infrastructure projects in connection with a combination of state, local and/or federal funds, including but not limited, to Coronavirus State and Local fiscal recovery Fund (SLFRF) of the American Rescue Plan Act, American, Recovery and Reinvestment Act (ARRA), State Revolving Loan Fund (SRF), American Rescue Plan Act (ARPA), and other related funding sources. Statements for qualifications must be received by the East Sevier County Utility District by 2:00 PM EDT on the 20th day of March, 2023. (the "Stated Deadline"). Statements for qualifications should be sent to Mr. Jerry Hayes, Board President, East Sevier County Utility District, 1529 Alpine Drive, Sevierville, TN 37876. Proposals will also be accepted in PDF format either on a storage device or via electronic communication (email or link). Electronic submissions (or links to submissions) should be emailed to: jhayes@eastscud.org. All RFQs, whether submitted in writing or electronically, should be marked with the following language: Professional Consulting Engineering Services Statement of Qualifications for the East Sevier County Utility District. Statements of qualifications received after the Stated Deadline will not be considered. All firm submittals will be advised when a selection has been made. The engineering firm or firms selected will assist in the design, development of engineering reports, plans, specifications and bid documents; and on-site inspection of the construction activities and any other engineering services as may be required during the program time frame. Qualifications will be evaluated on the following factors: Specified experience or technical expertise of the firm in connection with the type of services to be provided. Past record of performance on contracts with the community and other clients including quality of work, timelines, and cost control. Capacity of firm to perform the work within time limitations, taking into consideration the current and planned workload of the firm. To be evaluated properly, the following must be addressed in detail: Qualifications Availability of qualified personnel and capacity of the firm to carryout professional engineering services. Experience Experience and technical expertise of the firm and it personnel as well as information regarding projects previously undertaken, including the types and cost of projects. Scope of Services Summarize scope and type of services understanding of program and tasks. The East Sevier County Utility District is an Equal Opportunity Provider and Employer.
