Comprehensive Land Use Planning and Redevelopment Feasibility Analysis Consultant Services (Lead Consultant Team), Lower Mainland, BC The purpose of this RFP is to invite Proponents to prepare and submit competitive Proposals to provide BC Housing with the Deliverables. Through this RFP process, BC Housing is seeking to enter into a contract (the "Contract") with an experienced, qualified supplier (the "Supplier") to provide the Deliverables. The Successful Proponent will assist BC Housing with developing a comprehensive land use plan for the future use of the subject lands and developing a comprehensive community, stakeholder and tenant engagement process in phases: Phase 1A: Project principles, Current zoning analysis, Neighbourhood and community analysis - site potential, comparable projects nearby, Technical analysis of the sit restraints, setbacks, other site due diligence, 3 concepts including potential massing, new mix of units and site plan. Phase 1B: More thorough analysis of the above, Further refinement of preferred massing, new unit mix and site plan, Coordination with authorities having jurisdiction (AHJ), Drafting community engagement plan, Drafting the Tenant Relocation Plan and/or phasing strategy. Phase 2 Implementation of Community Engagement plan, Submit Rezoning Application and obtain approvals including development entitlements. The contract will be awarded to implement Phase 1A only with potential to extend it to the next phases. Initiation and completion of the next phases will solely depend on BC Housing's decision. Deliverables shall meet the interests of BC Housing as set out in Appendix 8 [Draft Contract and Scope of Work] and Appendix 9 [Project Requirements]. BC Housing will administer the Lead Consultant Services contract. The successful Proponent will be required to develop a coherent framework plan for the entire site by working collaboratively and iteratively with BC Housing and other key stakeholders. The Proponent's primary role will be to create a development program that is both compelling and practical. The resulting plan should embody sustainable and resilient design measures, quality of place and urban form and be supported by a coherent phasing and implementation strategy that achieves the overall objectives and incorporates purpose, vision, and guiding principles of BC Housing to achieve the overall objectives. Proponents are strongly encouraged to attend the meeting but are under no obligation to do so.
