The Milwaukee County Department of Administrative Services is requesting proposals for professional consulting services and design related to the replacement of the existing roofing systems on the Concourse D stem and hammerhead at General Mitchell International Airport (MKE). The consultant selection process and subsequent fee negotiation and contracting will follow the requirements of FAA AC 150/5100-14E. Milwaukee County will select one consulting team to provide the services identified in this RFQ. The selected team shall negotiate scope and fees and enter into two contracts with Milwaukee County. Contract 1 will involve design and bidding services and contract 2 will involve construction administration and oversight services. General Mitchell International Airport (MKE) is a medium hub airport located in Milwaukee, WI. The FAA has recently awarded MKE a construction only grant to move the replacement of Concourse D roof forward 2 years in the capital improvement plan. This has resulted in the need for a construction bid prior to the federal deadlines for grant execution. MKE is especially interested in a team that is well organized, efficient and can meet the timelines described in this RFQ. Missing this deadline means missing the grant. The majority of existing roofing systems on Concourse D were installed in 1990-1991 as part of the Hammerhead Building Addition project. These roof areas were inspected and reported on in 2021 and previously in 2017. These studies are attached as Attachment 7 & 8 (separate website link). The project will entail the replacement of the roofs shown in Attachment 2. The approximate square footage of roof replacement is 120,000 SF. Services shall be furnished by the CONSULTANT for performance of the following as may be requested in the RFP and the Scope of Work. Basic Services shall include all work described herein except as more specifically described, required, added or modified by the RFP, Scope of Work and Addenda. The consultant shall provide consulting services and full design for the replacement and repair of the roofing systems, prepare bid plans and specifications for the work, and provide construction phase support as outlined below for the areas shown in Attachment 2. The existing roof consists of multiple roofing types including, but not limited to, mechanically attached thermoplastic polyolefin (TPO), EPDM, ballast, and built-up roofing. The scope of the project includes the removal of the existing roof material, spot patching where needed and installation of new insulation as required and new roof material. Also included is the replacement and enhancement of draining and flashing as needed. MKE will look for the consultant to provide sample hazardous material testing services during design. The extent and location of this testing would be at the recommendation of the selected consultant. Any necessary remediation for this material should be incorporated in the final design. The scope of services below will be provided under a separate contract negotiated during the design phase prior to construction bids. The contract will not be executed until 2024 when the project is fully funded. Note: The selection of the consultant for design phase design does not guarantee MKE will move forward with construction services. The list below is subject to change during negotiations to match construction budget, consultant recommendations and any other MKE requirements.
