HVAC Renovation Smith-Wagner Building Questions which may arise as a result of this solicitation may be addressed to Tyler V. Tingler, Senior Contract Officer, at (804) 717-6311, or by email to procurement@chesterfield.gov. Inquiries must be received no later than September 28, 2023, at 4:00 p.m. in order to be considered. Should the bidder decide to utilize an express delivery service or hand deliver, please note that the Lane B. Ramsey Building is located at the intersection of Ironbridge Road (State Route 10) and Lori Road. All bids shall be delivered to the Lobby. Bids or changes to a bid response shall not be accepted via fax or email. In the event that Chesterfield County government offices are not operating under normal staffing levels or if the location for bid submission, bid opening or a pre-bid conference is inaccessible due to inclement weather or other emergency situations at the published time, the bid submission, bid opening or pre-bid conference will default to the next regular business day at the same time. All bids shall be signed in the space provided for a signature on the cover sheet and returned. If the bidder is a partnership or corporation, the bidder shall show the title of the individual signing the bid, and if the individual is not the president or vice president of the partnership or corporation, if requested, the bidder SCOPE OF WORK/SPECIFICATIONS -Specifications and Drawings prepared by Thompson Consulting Engineers, dated 08/15/2023 The Commercial Building Permit is included as Attachment D. The proposal from Siemens to provide and install the Building Automation System (BAS) is included in Attachment E. Information regarding use of a brand name is addressed in Section V.B. SPECIAL TERMS AND CONDITIONS, page 19 item 5. Variance in specifications deemed not to be material, in the sole discretion of the County, may be allowed in determining the lowest responsive and responsible bidder. The renovation of the Heating, Ventilation and Air Conditioning systems shall include but is not limited to the following. Field investigation to verify the rooftop duct pathway such that a phenolic duct system can be prefabricated and installed. Installation of a Dedicated Outside Air System (DOAS) for the Smith Wagner Building. One DOAS unit shall be placed on the roof of the building and phenolic ductwork run to connect the DOAS unit to the existing outside air ductwork. Install bipolar ionization devices in all existing heat pumps and coordinate their powering from existing heat pump wiring. Rebalance the entire building, including supply, return, exhaust, and outside air. Coordinate Siemens Controls, the existing BAS Contractor, to control all heat pumps to run fans continuously during occupied operation. Structural reinforcement in accordance with the Structural Set provided by Lynch Mykins. See Attachment C - Drawings. Facility is occupied 8.5 hours a day, Monday through Friday. Construction work may be done between the hours of 8:30 A.M. and 5:00 P.M., Monday through Friday. With the County's prior approval, work may be done after hours including overnight and weekends. The Building Automation System (BAS) manufacturer shall be SIEMENS INDUSTRY, INC. and shall be an extension of the existing building wide automation system (no substitutes). The system has been pre-bid and the proposal amount is included on the BID FORM (Pricing Schedule, Item 2). See Attachment - E Siemens Proposal. Asbestos and all Materials Containing Asbestos: Asbestos containing materials (ACM) are present in the areas of work of this project. All known materials shall be identified to the Contractor by the County prior to starting any work. The County is responsible for the removal of all ACM required by the work of this project. If the Contractor, during the course of Work, observes or suspects the existence of asbestos in an area of the Work, the Contractor shall promptly notify the County. The County will provide the Contractor with the instructions relative to the suspected asbestos material. The Contractor shall not perform any work pertinent to the suspected asbestos material prior to receipt of special instruction from the County.
