Demolition, site work, paving and new construction of a civil project in Portsmouth, New Hampshire. Conceptual plans call for the demolition of a bridge / tunnel; for the construction of a bridge / tunnel; for site work for a bridge / tunnel; for paving for a bridge / tunnel; and water / sewer project.

The Cities of Portsmouth and Dover have been working for a number of years to create an interconnection between their two water systems across the soon to be replaced General Sullivan Bridge. This interconnection would link four communities to the north of the bridge and eight communities to the south. The bridge is currently in design with construction set to begin in late 2023. Costs would be split between the communities. Due to the importance of this connection for emergency purposes the New Hampshire Drinking Water and Groundwater Trust approved $223,000 of funding to cover the design costs. Representative Pappas also included this project in recent congressional funding earmarks totaling $3,452,972, which would cover 50% of the anticipated project costs. The other 50% would be split between the two communities. However, we will continue to seek state funding assistance due to the regional benefit of this project. As of March 13, 2023, this project is included in the City of Portsmouth's FY 2024-2029 CIP and funding is allotted for FY 2024. *Project information has been obtained through a public capital improvement plan (CIP).
